Cabinet Member Decision Notice – 22 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 22 APRIL 2021 The Leader of the Council , the Cabinet Member for Health and Social Care, and the Cabinet Member for Families, Education and Wellbeing have made the following decisions today: 1. THE LEADER OF THE COUNCIL , THE CABINET MEMBER FO R HEALTH & SOCIAL CARE , AND THE CABINET MEMBER FO R FAMILIES, EDUCATION AND WELLBEING BRILLIANT PARENTS - PROGRAMME TO TARGET FAMILIES IN NEED OF SUPPORT IN THE BOROUGH DECISION: That the Leader of the Council and Cabinet Members accept the single tender from Brilliant Parents Ltd for the provision of a parent support programme for families whose children are at risk of exploitation to the London Borough of Hillingdon for a two- year period from the 1st April 2021 to 31st March 2023 and at a total value of £122,833.28. REASONS FOR THE DECISION MADE 1. To allow time for MOPAC to complete the market review of viable providers which will later inform a full procurement process. 2. Brilliant Parents have been supporting the Council’s Children and Young People’s Services since 2017. The existing contract between Brilliant Parent and the Council is for the delivery of parenting programmes to support parents with children aged 2-16 years and additionally, to those parents with children aged 2-11 years who have additional needs. 3. By way of complementing the existing services in place from 1st April 2020, the Council would like to propose the continuity of the extant MOPAC funded programme (1 st November 2020 to 31st March 2021) which utilises parent/carer champions. The service will aim to support 200 parents (33 per term) whose children are at risk of exploitation. The service will work borough-wide with a focus on marginalised and hard to engage communities. 4. The delivery of the project would run alongside the programmed development and implementation of Hillingdon's Early Help, Stronger Families delivery. The programme targets parents who children are at risk of exploitation and reaches into communities to build engagement and resilience. Competitive tender exercise – this is not recommended at this time. It would take four months' timeframe to run a full exercise and the Council requires a provider who knows the Borough and how to work with our communities. Brilliant Parents has local knowledge of the wards and cohorts to target. They have been able to successfully recruit, train and retain a diverse representation of the community. There is a l imited supply market. The London Bo rough of Ealing and London Borough of Hounslow provide these service inhouse which indicate a lack of supplier options. MOPAC are reviewing the provider market, information which Procurement will utilise for weighing up future tender options 2. To provide this service inhouse – this is not recommended at the point in time. The Council could ask the Stronger Families Offer to take on this work, however, it is undergoing transformation and will take time to embed its service delivery. It may not be possible to take this service in - house for two years. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraphs 1 & 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to an individual and information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 29 April 2021. This is the formal notice by the Council of the above decisions.
