RECOMMENDATION
That the Cabinet Member for Property, Highways & Transport and the Cabinet Member for
Finance a gree to the following capital release request of £ 328,996 for carriageway
resurfacing to two sections of A4020 Uxbridge, and one section of A4180 West End Road
to be funded from the following budgets: -
1) the Highways Structural Programme 2022/23 capital budget £128,996 (Appendix A1).

2) the Transport for London LIP Principal Borough Road 2022/23 grant budget £200,000
(Appendix A2).
Reasons for recommendations
The recommendations enable the release of resources in order to progress the Highways
programme for carriageway schemes informally approved by the Cabinet Member for Property,
Highways and Transport and detailed in Appendix A.
The list contains schemes to limit the deterioration of the fabric of the Borough’s highway s asset
that may have resulted in serious failure of the carriageway surface and improve the serviceability
of the highway network (for example the visual appearance, the ride quality and structural integrity
of the roads and pavements).
The schemes listed in Appendix A have either been completed or have been programmed for
commencement by the Council's term contractor.
Alternative options considered / risk management
There are no alternatives due to the level of deterioration as delaying these schemes would have
placed additional pressure on the Council’s financial resources if permanent repairs are not
implemented in a timely manner.
In many instances, any delay of this programme may also have safety implications with a possible
consequent impact on the Public Liability Insurance budget.

SUPPORTING INFORMATION
All costs in Table 1 below have been calculated using the schedule of rates contained in the
Council's Highways term contract.
The cost of the carriageway and footway resurfacing programme is to be funded from the 2022/23
capital programme for Highways Structural Works. The resurfacing programme of work is
estimated to be a total of £329k as detailed in Appendices A1 and A2 and Table 1 below.

Financial Implications
Highways Structural Programme 2022/23 Revised Budget £5,320k; Previously Released

The 2022/23 capital programme, approved by Cabinet and Council in February 2022 included a
budget of £6,000k which was subsequently r educed to £4,500k for the Highways Structural
Programme. In July 2022 Cabinet approved the re-phasing of £820k unspent funds from 2021/22
to 2022/23 which had been previously released for schemes completing this year, giving a total
revised budget of £5,320k funded from Council resources. A further £4,369k was released in July
2022.
The report seeks the r elease of £ 129k from the Highways Structural Programme to enable
carriageway resurfacing works f or 2 sections of the A4020 H illingdon Road and one section of
A4180 West End Road to progress. The total cost of the works is £329k with the remaining £200k
being funded from the TFL LIP Principal Road Renewal 2022/23 Grant budget.

The 2022/23 Transport for London capital programme original budget, approved by Council in
February 2022, amounted to £2,673k based on the LIP grant settlement from previous years prior
to the Covid- 19 Pandemic. In July 2022, Cabinet approved the re- phasing of £872k, including
£842k of West Drayton Crossrail Complementary Measures funding and £30k Section 106
funding from 2021/22.
However, Transport for London’s financial position has been severely impacted by the decline in
public transport use due to the Covid-19 pandemic, and this has resulted in changes to the annual
Local Implementation Plan allocation. In March, June and July 2022 TfL secured with C entral
Government interim funding deals, In August 2022, TfL reached an agreement with Central
Government on a funding settlement until the 31st of March 2024, which has now enabled TfL to
reinstate the LIP funding at the level provided in 2021/22, however this funding is still lower than
pre-pandemic levels. Total confirmed allocations for 2022/23 amount to £2,889k.
The funds are the subject of this capital release, and those allocated to the London Borough of
Hillingdon, which the Council can make claims for in arrears.
This report requests the release of the TfL Principal Road Renewal 2022/23 grant of £200k, for
carriageway resurfacing works for 2 sections of the A4020 Hillingdon Road. The total cost of the

works is £329k with the remaining £1 29k which also includes funding for one section of A4180
West End Road being funded from the Highways Structural Programme capital budget.
The remaining £219k confirmed TfL grant allocation is subject to agreement with the fund holder,
TfL, once agreement in principle has been received a further capital release will be requested.
Any future additional TfL funding awards will be reported to Cabinet and included in subsequent
capital release reports.
The cost plan for the project is based on the schedule of rates within the approved highways term
contract. There are no contingencies included in the estimated cost and no fees are to be charged
for these works.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities
The carriageway resurfacing improvement programme will limit the deterioration of the fabric of
the Borough’s highways asset that can result in serious failure of road surface and improve the
serviceability of the highway network for the benefit of residents and other road users.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed this report and concurs with the budgetary position set out
above, noting that the proposed highway st ructural works will be funded from a combination of
different sources which include the approved Capital Budget for Highways Structural Works
2022/23 and the Transport for London LIP Principal Road Renewal 2022/23 grant. Projects
recommended for release totalling £3 29k across the funds are based on the schedule of rates
within the approved highways term contract. There are no contingencies included and no fees
are to be charged for these works.
Legal
The Borough Solicitor confirms that the Council is responsible for carrying out this function
pursuant to Section 41 of the Highways Act 1980. There are no legal impediments to the Council
authorising the necessary capital release.

Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made by
a formal democratic decision (by the Cabinet Member for Finance and other relevant Cabinet
Members). No expenditure can be placed or committed by officers until this formal approval is
given by Democratic Services. Release of funds must be for identified projects only and strictly
not for general release of funds for projects to be identified at a later date. No block releases of
capital will be allowed, except if authorised by the Leader of the Council in advance to Corporate

Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member
agreement has been given to the project and only if there is an approved budget.
