Decision Approved
That the Cabinet Member for Property, Highways &
Transport and the Cabinet Member for Finance agreed to
the following capital release request of £7,604,832 for
forthcoming resurfacing carriageways and footways works
to be determined by Head of Highways subject to sign- off
by the Cabinet Member for Property, Highways & Transport
and funded from the Highways Structural Works 2024/25
capital budget, reporting back for transparency in the next
capital release request retrospectively on works carried out
(Appendix A of the associated report).
Reason for decision The recommendation seeks the release of resources to facilitate
the works identified by the Head of Highways, with approval by
the Cabinet Member and reported back for transparency in a
future highways capital release report as detailed in Appendix A
of the associated report.
The works are prioritised to limit the deterioration of the fabric of
the Borough’s highways asset that may result in serious failure
of roads, footways, verges, highway drainage, street furniture
and improve the serviceability of the highway network (for
example, the visual appearance, the rideability and structural
integrity of the roads and pavements). The agreed value

management prioritisation criteria have been utilised for
selecting roads and pavements for resurfacing.
The proposal listed in Appendix A has been agreed by the
Cabinet Member for Property, Highways and Transport and will
be programmed for implementation by the Council's term
contractor. The balance of the resources will be drawn down as
the full programme for 2024/25 has yet to be finalised by officers.
This will ensure road improvement works can take place as
quickly as possible, by the Head of Highways, with sign- off by
the Cabinet Member and reported back for transparency in a
future highways capital release report.
Alternative options
considered and
rejected
There are no alternatives due to the level of deterioration as
delaying schemes put forward for consideration by the Head of
Highways may place additional pressure on the Council’s
financial resources should permanent repairs not be
implemented in a timely manner.
In many instances, any delay of this programme may also have
safety implications with a possible
consequent impact on the
Public Liability Insurance budget.
