Cabinet Member Decision Notice – 22 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 22 APRIL 2021 The Leader of the Council and the Cabinet Member for Corporate Services and Transformation have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBER FOR CORPORATE SERVICES AND TRANSFORMATION AWARD OF 2 YEARS CONTRACT FOR ORACLE LICENCES DECISION: That the Leader of the Council and Cabinet Member for Corporate Services and Transformation accept ed the Single Tender from Oracle Corporation UK Limited for the provision of Oracle Licences to the London Borough of Hillingdon for a two- year period from May 2021 to May 2023 and at the total value of £410,218. REASONS FOR THE DECISION MADE The London Borough of Hillingdon has several Oracle licence contracts that cover databases and applications use for critical systems such as: • Oracle Financials • Northgate Housing • Northgate Revenues & Benefits • Ocella (Planning) • CACI (Education) • Oracle HR • Uniform (Land and Property) The way these licences are charged vary. Some are based on the number of servers and the many server processors or cores per server they have, some to licensable modules, some to named users, others to the maximum number of transactions per year, and some to other licensable software components. ALTERNATIVES CONSIDERED AND REJECTED Do Nothing This option is not recommended as it would leave the Council with no support for the Oracle applications detailed following the expiry of the current contracts. Tender for a replacement Under the current contracts with the service providers there is no alternative. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 29 April 2021. This is the formal notice by the Council of the above decisions.
