Decision Approved
That the Leader of the Council and Cabinet Member for
Health and Social Care agreed to extend the current
contracts with POhWER Limited for the provision of
Integrated Advocacy Services and an Independent Health
Complaints Advocacy (IHCAS) to the London Borough of
Hillingdon for a one -year period 01 April 2024 to 31 March
2025 at the forecasted cost of £234,618.90 for the 12-month
period.
Reason for decision The current contact is provided by POhWER Limited, a UK
Advocacy Charity. The 12-month contract extension set out
below is being requested due to the ongoing delays in The
Liberty Protection Safeguards (LPS) regulation implementation.
As a result of the constant changes to the implementation date,
it is necessary for an extension to ensure service cover.
1. Integrated Statutory Advocacy (IAS) – a service which
supports residents in care, in particular those with mental
health needs, to have a say and ultimately direct their
own care and support plans in order to maximise the
opportunities of achieving their desired outcomes.
Moreover, it also enables residents to make informed
decisions about their care, support and treatment.

2. Independent Health Complaints Advocacy Service
(IHCAS) – a service to support and empower anyone who
wishes to resolve a complaint about healthcare
commissioned and/ or provided by the NHS in England.
Alternative options

To tender these services, a commissioning options review is
planned for Spring 2024 to allow time to consider what the
Council’s residents need from the services against the different
options available in terms of service models and re-
commissioning options.
As the Council has a statutory duty to provide these services,
decommissioning is not an option.
