That the Cabinet Member for Finance & Transformation and
the Cabinet Member for Corporate Services & Property
agreed to the following capital release request of £267,996
from the Housing Revenue Account Major Adaptations to
Property 2024/25 programme budget.
Reason for decision The amount of grant funding that is being requested has been
established by taking the number of cases currently in the
development stage of the process. Each case has been
estimated at an average cost of £8k and £45k for extensions. An
estimate has been added to the number of cases in
development as it is expected that approximately 20 cases will
move into development each month. The net value of works is
£781,648 excluding contingency and fees, which exceeds the
remaining budget due to high demand of major adaptation works
recommended. Therefore, this
request is to release the
remaining budget of £267,996 to complete major adaptation
cases, contingency and fees. This enables officers to have
control over service delivery and major adaptation works can be
completed within the timescales required.

Alternative options
considered and
rejected
An alternative option would be to request capital release for
each property once all quotes for multiple workstreams are
received. However, this was the previous model, and it was
found that urgent/ reactive works would have to wait for funding
to be released which was less efficient. The aim is to install
major adaptations as quickly as possible to reduce any risks to
the resident and ensure they can remain independent in their
own home.
