Decision Approved
That the Cabinet Member for Finance and Transformation:
1. Accepted the tender from Efficio Consulting for the
provision of procurement commercial support to the
London Borough of Hillingdon from 0 1 July 2025 to
31 December 2025 and at a value of £360,000; and
2. Delegated authority to the Chief Operating Officer, in
consultation with the Cabinet Member of Finance &
Transformation, to make further necessary decisions
with regard to the contract and project’s
implementation.
Reason for decision The proposed commercial support offers an integrated delivery
model that is able to deliver a unified and value- driven solution
that aligns to LBH’s savings target and objectives by
coordinating delivery across workstreams, managing
interdependencies seamlessly and ensuring alignment across
all programme elements. Optimise resource deployment,
avoiding duplication and enabling efficient use of capacity ,
elevate procurement outcomes by applying best -in-class
methodologies and leveraging experience, a ccelerate delivery
and realisation of benefits, ensuring that tangible outcomes are
achieved earlier in the programme lifecycle.
