The Cabinet Member for Corporate Services &
Property agreed with the rent negotiated by officers
as detailed in this report and instruct Property and
Estates to complete the appropriate rent review
memorandum.
Reason for decision The rent review was triggered in January 2025 at a quoting rent
of £7,500 per annum. Through negotiations and discussing the
A5 user rental tone in other locations – a rent at £5,900 per
annum was requested by the tenant which was declined. The
tenant was advised of the rental payable by other commercial
units on the parade at £7,000 per annum. The tenant accepted
the global rent in line with unit 117 and 119 Moorfield Road.
Overall, t his is a good result considering the previous rental
analysis for rents agreed in this location supported an increase
(£6,100pa). The agreed rent will produce an income increase for
the General Fund of £2,000 per annum which will be back dated
to June 2022 so if settled by June 2025 the back dated rent will
be £6,000. The annual increase shows a 40% uplift, a positive
result on this parade which will support the resolution of another
historic review on this parade.
Alternative options
considered and
rejected
The alternative is not to approve the agreed- in-principle rental
increase for this rent review. This is likely to lead to the rent
review being referred to a third-party determination by

arbitration. This action will involve a degree of risk as third-party
determination may result in a rental figure being determined
above or below the rent negotiated between parties and result
in substantial arbitration fees and delay and uncertainty for both
sides.
