Special Urgency Decision Notice – 1 August 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Update on the Beck Theatre Reference No. 1493 Date of decision 1 August 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward N/A Decision made Cabinet Members making the decision The Leader of the Council, on behalf of the Cabinet Member for Finance & Transformation, the Cabinet Member for Community & Environment and the Cabinet Member for Corporate Services & Property APPROVED That the Leader of the Council, and on behalf of the Cabinet Members for Corporate Services & Property, Community & Environment and Finance & Transformation: 1. Noted the current position as outlined in the report; 2. Approved the interim Programme Support Payments as detailed in the report. 3. Approved the continuation of interim licence arrangements to maintain theatre operations for residents until the long-term agreement is in place; 4. Instructed officers to finalise the long-term lease and service contract with the Theatre operator; 5. Once finalised, authorised the Cabinet Member for Corporate Services & Property, in consultation with the Corporate Director of Place, to agree the terms of the long-term lease and ancillary documents as set out in this report. 6. Approved the release of £410,562.33 capital expenditure towards the cost of remedials needed to bring the building up to a compliant standard for letting for the purpose intended. Reason for decision To ensure continuity of theatre operations and the development of the events programme by Parkwood Leisure Limited, the Special Urgency Decision Notice – 1 August 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Council is requesting special urgency powers to authori se Programme Support Payments under the licence agreement. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. The reason for the urgency is to ensure that Parkwood Leisure Limited are able to continue with their programme build as agreed in the Head of Terms agreement whilst the lease agreement is finalised. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
