Special Urgency Decision Notice – 16 September 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Christmas Lights 2025 Reference No. 1528 Date of decision 16 September 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Residents’ Services Select Committee Relevant Ward All Decision made Cabinet Members making the decision The Leader of the Council and on behalf of the Cabinet Member for Community & Environment APPROVED The Leader of the Council and on behalf of the Cabinet Member for Community & Environment: 1. Notes and welcomes the contribution of £130k received through sponsorship for the Christmas Lights 2025. 2. Accept the tender from Event Power Engineering Limited for the provision of Christmas Lights in wards across the London Borough of Hillingdon for a one -year period from 15 September 2025 to 14 September 2026 and at the value of £95,110. 3. Furthermore, agree that this includes the provision to extend the contract for a one + one year period, delegating approval of this to the Corporate Director of Residents Services, in consultation with the Cabinet Member for Community & Environment, noting that the total contract value would be £190,220. 4. Approves, for 2025, the total Christmas lights programme cost of £170,531 including displays and Christmas Trees and authorises the direct grant awards to the four community organisations as set Special Urgency Decision Notice – 16 September 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk out in the report, who manage their lighting schemes directly. Reason for decision The Leader of the Council agreed the festive lights programme for 2025, which included Diwali and Christmas. This decision included awarding the necessary contract following competitive tender, along with the displays, trees and award of grants to 4 local community organisations to manage their own Christmas lighting. The Leader welcomed the additional external sponsorship contribution that had been secured this year. Ultimately, this decision enabled the Council to continue to support the local community, high streets and businesses during the winter period, busy Christmas and festive period. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Leader of the Council. This report is being deemed urgent. The urgency arises from the tight time constraints to deliver the festive lighting programme for Diwali and Christmas 2025 on time, as the project is operating under a compressed timeline, impacted by the full tendering process and securing sponsorship funding.
