Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council and the Cabinet Member
for Planning, Housing and Growth
1) Accepted the single tender from People Potential
Possibilities (P3) for:
a. The provision of floating support services for the
Single Homelessness Accommodation Programme
for one year split into two dedicated areas for the
period from 1st November 2024 to 30th October 2025
and at the value of £100,000 for the period; and
b. The provision of adult rough sleepers' pathway from
3rd February 2025 to 2nd February 2026 at the value of
£150,000 for the period.
Reason for decision The Government announced the Single Homelessness
Accommodation Programme (SHAP) following the publication of
the Rough Sleeping Strategy in September 2022.
SHAP is a £200m fund to deliver up to 2,400 homes and support
services for people sleeping rough or at risk of sleeping rough.
SHAP will provide supported housing, Housing First and
housing-led accommodation for two target groups: adults
experiencing multiple disadvantage who may have a history of

rough sleeping and require high levels of support, and young
people at risk of or experiencing homelessness or rough
sleeping.
The decision is to award two contracts for support services for
people sleeping rough or at risk of sleeping rough. P3 is a
longstanding partner with extensive experience of working with
young people in Hillingdon and elsewhere in the Country
providing floating suppor t for other cohorts including rough
sleepers.
The award is to P3 (who are an established charity) who already
have a presence in the Borough, delivering supported housing,
preventative support and advisory services.

To tender all the SHAP support requirements is not
recommended at this time.
Officers engaged with Trinity Homeless Projects and Thames
Reach who are partners in other streams of homelessness
activity, but they declined to participate due to capacity issues.
