Special Urgency Decision Notice – 10 October 2025 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HRA Acquisitions – Property Acquisition & Additional Capital request Reference No. 1541 Date of decision 10 October 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources & Infrastructure Select Committee Relevant Ward South Ruislip Decision made Cabinet Members making the decision The Deputy Leader of the Council (on behalf of the Leader of the Council) and on behalf of the Cabinet Members for Finance & Transformation and Planning, Housing & Growth APPROVED That the Deputy Leader of the Council, in conjunction with and on behalf of Cabinet Members: 1. Agreed the release of £353,700 from the Capital Contingency Budget to top up the Capital Acquisition budget to be ratified at Cabinet. 2. Agreed to the capital release request of £353.7k from the Capital Acquisition Budget for the funding of the purchase and repair of one ex-Right-to-Buy property, as detailed in the confidential report. Reason for decision The continued acquisition of properties under the Right to Buy Buy-Back scheme enables the C ouncil to reduce its current spend on high-cost temporary accommodation. This property purchase, approved by the Deputy Leader, helped secure an additional property for use by the Council under this scheme. Additionally, the necessary funding and virement decisions were made to fund the purchase from the relevant budget. Classification Part II – Members’ Only and Not for Publication Link to associated report That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Deputy Leader of the Council. The reason for urgency w as to ensure the property transaction proceeded to provide much needed affordable housing. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources & Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
