Following the RRA’s concerns regarding the outdated evidence and procedural flaws in the planning assessment for 73 High Street, that might risk prejudicing any subsequent appeal. What happens next
The appeal will now be handled by the Planning Inspectorate, based on written representations. They will review:

Why Recent Bingo / Adult Gaming Centre Appeals Have Been Allowed elsewhere – And What It Means for Ruislip
Across nearby areas such as West Drayton, Staines, Ashford and Hanwell, the Planning Inspectorate has recently allowed appeals for Adult Gaming Centres (AGCs) — venues sometimes described as modern bingo halls or adult amusement centres.
Why Inspectors have been allowing these appeals
Inspectors have been consistent in their reasoning:
- Town‑centre locations are suitable AGCs are classed as “evening leisure uses”, which Inspectors say fit naturally into High Streets.
- They are quiet indoor venues Appeals have been allowed because AGCs are seated, calm, and do not generate the noise associated with pubs or bars.
- Shopfronts are usually modest When applicants reduce bright signage or adjust glazing, Inspectors often conclude there is no harm to the street scene or conservation areas.
- No evidence of crime or anti‑social behaviour Inspectors repeatedly state that councils must show actual evidence of crime risk — general concerns are not enough.
- They bring activity to empty units AGCs operate long hours, provide jobs, and keep shopfronts active, which Inspectors view positively for struggling High Streets.
How does the Ruislip appeal compare?
The appeal at 73 High Street, Ruislip (Application Ref: 14252/APP/2025/2753, Appeal Ref: 10433) shares many of the same features:
- It is in a designated town centre
- The applicant has already amended the fenestration to reduce visual impact
- The use is quiet and contained indoors
- It would bring activity to a currently vacant unit
The only difference is that Ruislip sits within the Ruislip Village Conservation Area, which is more sensitive than some of the other locations. However, Inspectors have allowed AGCs in conservation areas elsewhere when the shopfront design is modest and lighting is controlled. The Council will need strong evidence to defend its refusal.
