Capital Release Decision Notice – 02 February 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 02 FEBRUARY 2021 The Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure have made the following decision today: 1. LEADER OF THE COUNCIL, CABINET MEMBER FOR FINANCE AND CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE HOUSING REVENUE ACCOUNT WORKS TO STOCK 2020/21 PROGRAMME - PHASE TWO – HARD WIRED GROUP LIVING CALL SYSTEM UPGRADE WITHIN SEVEN SHELTERED HOUSING SCHEMES – RELEASE NO 48 DECISION: FULL APPROVAL That the Leader of the Council, the Cabinet Member Finance and the Cabinet Member for Property and Infrastructure: 1) Accepted the tender and approve d the award of contract for phase two hardwired group living call system within seven of the Council’s Sheltered Housing Schemes to Oxygene Services Group Ltd at a cost of £239,486.72; 2) Approved the reallocation of £63k funding from the Fire Doors work-stream within the 2020/21 existing HRA Works to Stock Programme to the Warm, Safe , Dry work-stream and agreed to the release of this funding towards the upgrade of phase two hardwired group living call system within seven of the Council’s sheltered housing schemes (Appendix A1); and 3) Agreed to the capital release request of £ 213k from the Warm, Safe, Dry work-stream within the Housing Revenue Account Works to Stock Programme 202 1/22 capital budget for the upgrade of phase two hardwired group living call system within seven of the Council’s Sheltered Housing Schemes (Appendix A2). REASONS FOR THE DECISIONS MADE The project will provide tenants within Sheltered Housing with an enhanced and flexible Grouped Warden Call Facility, which will continue to work once telephone line digitisation has been completed and will increase tenants’ satisfaction within their homes. ALTERNATIVES CONSIDERED AND REJECTED None. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Tuesday 09 February 2021. This is the formal notice by the Council of the above decisions.
