Capital Release Decision Notice – 23 February 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 23 FEBRUARY 2021 The Cabinet Member for Finance, and the Cabinet Member for Property and Infrastructure have made the following decision today: 1. THE CABINET MEMBER FOR FINANCE AND THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE CAPITAL RELEASE REPORT (February 2021) DEPARTMENT: Residents Services SERVICE AREA/ PRO GRAMME: Housing Revenue Account Works to Stock 2020/21 Programme – Phase 1A – Additional Hard Wired Group Living Call System Upgrade within 2 No Sheltered Housing Schemes RELEASE NO: 51 DECISION: FULL APPROVAL That the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure agree d to the re -allocation of previously released capital funds of £105k from the Structural work-stream to the Warm, Safe, Dry work- stream within the Housing Revenue Account Works to Stock Programme 2021/22 capital budget for the upgrade of hard-wired group living system within 2 of the Council’s sheltered housing schemes Phase 1A (Appendix A of the associated report). Reasons for recommendations The existing systems at The Gouldings and Cobden Close Sheltered Schemes are "Chubb Concept"; are in excess of 18 years old, and have completely, failed leaving residents without the use of Warden Call Facility. Due to the age of the equipment the systems cannot be repaired. The systems were due to be upgraded later in 2021/22 as part of the ongoing Phased Sheltered Housing Warden Call upgrade scheme. It was recommended to bring these forward and extend the existing contract awarded to Delta Communications, who are currently successfully delivering the installation of systems within 8 No Sheltered Housing Schemes as part of Phase 1. The project will provide tenants within Sheltered Housing with an enhanced and flexible Grouped Warden Call Facility, which will continue to work once Teleph one Line Digitisation has been completed and increase tenants’ satisfaction within their homes. Alternative options considered The Council could choose to tender for these schemes, however, this Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Gary Penticost, Residents Services Capital Release Decision Notice – 23 February 2021 would delay the installation and under current restrictions it is difficult for multiple contractors to attend sites to complete surveys. FURTHER INFORMATION That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local G overnment Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Tuesday 02 March 2021. This is the formal notice by the Council of the above decisions.
