Cabinet Member Decision Notice – 22 February 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 22 FEBRUARY 2021 The Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property & Infrastructure have made the following decision today: 1. LEADER OF THE COUNCIL , CABINET MEMBER FOR FINANCE AND CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE HOUSING REVENUE ACCOUNT WORKS TO STOCK 2020/21 PROGRAMME – GREEN HOMES GRANT FUNDING: WINDOW RENEWALS PHASE 2 DECISION: That the Leader of the Council and Cabinet Member for Property & Infrastructure: 1) Accept the tender from BEAM Construction Ltd for the provision of the Window Replacement Programme - Phase 2 to the London Borough of Hillingdon for a 12 WEEK period at the value of £339k; and That the Cabinet Member for Finance and Cabinet Member for Property & Infrastructure: 2) Agree to the allocation of £458k inclusive of contingency and fees from the previously released Green Homes Grant funding work stream within the Housing Revenue Account works to stock programme 2020/21 budget for the installation of “A+ Rated” Double glazed windows - Phase 2. REASONS FOR THE DECISION MADE The proposed contract is to undertake the planned renewal of single glazed windows in 55 number properties. This is Phase 2 of a phased programme of window renewals which is aimed at quickly dealing with replacements and enabling the effective management of smaller work packages and reducing costs by the use of smaller more specialist installation companies. The Grant funding has been awarded on the basis that works and spend will be completed by 31 March 2021, urgent approval is therefore required to enable the delivery of these timescales. ALTERNATIVES CONSIDERED AND REJECTED Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services and ICT Gary Penticost, Residents Services Cabinet Member Decision Notice – 22 February 2021 Moving away from the larger type of delivery contracts gives greater flexibility to deal with risks associated with poor contractor performance. This approach will enable more specialist contractors to deliver installations at lower costs. FURTHER INFORMATION The detailed report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Monday 01 March 2021. This is the formal notice by the Council of the above decisions.
