Capital Release Decision Notice – 29 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 29 APRIL 2021 The Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property & Infrastructure have made the following decision today: 1. THE LEADER OF THE COU NCIL, THE CABINET MEMBER FOR FINANCE AND THE CABINET MEMBER FOR PROPERTY & INFRASTRUCTURE HOUSING REVENUE ACCOUNT WORKS TO STOCK PROGRAMME 2021/22: DECENT HOMES WINDOW RENEWALS PHASE 1 - RELEASE NO 6 DECISION: FULL APPROVAL That the Leader of the Council , the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure: 1) agreed to the capital release request of £1,055k inclusive of contingencies and fees from the Housing Revenue Account Works to Stock programme 2021/22 budget for the installation of “A+ Rated” double glazed windows to 174 properties from the Decent Homes Phase 1 programme; 2) approved the variation of the previously approved contract with Myson's Ltd for the installation of “A+ rated” double glazed windows in 51 properties in the Decent Homes Phase 1 at a cost of £302,510; 3) approved the variation of the previously approved contract with Beam Ltd for the installation of “A+ rated” double glazed windows in 50 properties in the Decent Homes Phase 1 at a cost of £227,280; and 4) approved the variation of the previously approved contract with Arc Group Ltd for the installation of “A+ rated” double glazed windows in 50 properties in the Decent Homes Phase 1 at a cost of £270,577. REASONS FOR THE DECISIONS MADE The Council has approximately 571 Properties in the Borough with single glazed windows which require urgent replacement. The Council received green deal grant funding to enable the replacement of windows in approximately 171 properties with A+ Rated double-glazed windows provided those properties meet the green deal funding criteria. Dan Kennedy, Director of Planning, Environment, Education and Community Services Gary Penticost, Residents Services Capital Release Decision Notice – 29 April 2021 Following assessments, only 20 properties have met the green deal criteria, leaving 174 properties which still require new windows and capital funding to enable installations to progress. Officers identified a further 151 properties which meet the green deal criteria and which require urgent surveys to complete installation works by the end of June 2021 to utilise the green deal grant funding. The proposal to vary three recently awarded contracts will enable the planned renewal of windows in the 151 number properties which meet the green homes grant funding criteria. ALTERNATIVES CONSIDERED AND REJECTED Officers could wait to procure additional delivery contracts. However, this would continue to impact on low-income households. Th e proposed approach will enable the already procured specialist contractors to deliver installations at recently tendered market rates. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to an individual and information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. Capital Release Decision Notice – 29 April 2021 These decisions, unless called in, will come into effect from 5pm on Friday 07 May 2021.
