Putting our Residents First This report supports the Council Objective of, Strong Financial Management. Financial Cost This report seeks the release of £ 11k from the Property Works Programme 2021/22 capital budget, for the installation of a safety barrier and access gates to the loading dock at the Harlington Road Depot. The figure includes a contingency and project management fee. The works will commence immediately following capital release approval. Relevant Select Committee Corporate, Finance & Property Select Committee Capital Release Report - 20 July 2021 Page 2 (Part 1 Public) Ward(s) affected Brunel Portfolio Member approval Councillor Jonathan Bianco RECOMMENDATION That the Cabinet Member for Property and Infrastructure and the Cabinet Member for Finance, agree to the following capital release request of £ 11k from the Property Works Programme (PWP) Capital Budget 2021/2022 to install safety barriers and access gates to loading dock at Harlington Road Depot (Appendix A). Reasons for recommendation The raised loading dock at the Harlington Road Depot requires safety barriers and access gates to reduce the risk of a fall or entrapment. Alternative options considered No other options available Select Committee comments None at this stage. SUPPORTING INFORMATION The loading dock at the Harlington Road Depot is used by the Council’s Highways Team to store and dispatch materials. The loading dock is raised from the carriageway level so that materials can be transferred easily to the back of the maintenance vehicles. The introduction of new safety barriers and gates will reduce the risk of falling or entrapment. The barriers will have gates that can only open in towards the loading dock, preventing a fall and creating a corridor from the dock to the maintenance vehicle. Steps and a handrail will also be installed to enable staff to s afely ascend to the loading dock from the footpath. Cabinet, in June 2021 , approved the re-phasing of £1,389k of the unspent 2020/21 budget into 2021/22. £33k allocation from the S106 Carbon Saving Contributions is in the process of being requested, to give a revised budget of £2,574k, funded mainly from Council resources. Previously, £1,142k has been released or is included in a release report in preparation (up to Release No 9) from the Property Works Programme 2021/22 capital budget. This report is seeking the release of £11k for the installation of a safety barrier and access gates to the loading dock at Harlington Road Depot. The release request is based upon quoted costs and includes a project contingency of 10% of the quoted costs and internal project management fees of 4.4% of the quoted costs. The remaining £1, 421k of the PWP 2021/22 budget will be allocated to projects as and when required, subject to the capital release procedure. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The knowledge that the Council is taking steps to ensure the safety of the staff members that carry our essential highways maintenance across Hillingdon. Capital Release Report - 20 July 2021 Page 4 (Part 1 Public) CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed this report and concurs with the financial implications set out above, noting that the recommended action to agree a release of £11k for the installation of a safety barrier and access gates to the loading dock at Harlington Road Depot will be funded from the 2021/22 approved Property Works Programme capital budget. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to section 2 of the Health and Safety at Work Act 1974. There are no legal impediments to the Council authorising the capital release. Infrastructure / Asset Management Asset Management officers authored the report. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democ ratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS Nil.
