Executive Decision Notice – 11 August 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision HAYES ESTATE REGENERATION 2021 -22 - CAPITAL RELEASE Reference No. 242 Date of decision 11 August 2021 Call-in expiry date 5pm, on 18 August 2021 Relevant Select Committee(s) Environment, Housing and Regeneration Select Committee Relevant Ward(s) Townfield Decision made Cabinet Members making the decision Cllr Martin Goddard - Cabinet Member for Finance Cllr Jonathan Bianco – Cabinet Member for Property and Infrastructure Cllr Eddie Lavery – Cabinet Member for Environment, Housing and Regeneration DECISION APPROVED That the Cabinet Members agreed to the following capital release requests of: • £1,761k funding from the Hayes Estate Regeneration programme and • £2,938k funding from the Leaseholder Buy Back budget 2021/22, to be released for Leaseholder Buy Backs anticipated during July to September 2021. Reason for decision On 17th June 2021, Cabinet approved proposals to move forward with the Hayes Town Centre and Avondale Drive Estates redevelopment. The scheme was approved to address issues of crime and antisocial behaviour, to achieve change to improve the quality and longevity of homes, to maximise opportunities to provide new high- quality housing, including affordable housing in the Borough and, to enhance place- making around Hayes town centre. Executive Decision Notice – 11 August 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Alternative options considered and rejected The alternative option would be not to go ahead with work up proposals for redevelopment, despite the resident ballot in favour. Maintaining the stock in its current form does not address the significant additional improvement works required. Also, the opportunity would be missed to take advantage of the GLA’s Building Homes for Londoners funding, which is only available for new build development.
