Special Urgency Decision Notice – 29 April 2025 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Hayes Estate Regeneration and Development of first phases and release of funds 2025/26 - RELEASE NO: 1 Reference No. 1410 Date of decision Tuesday 29 April 2025 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committees Corporate Resources and Infrastructure Select Committee Relevant Ward Wood End and Hayes Town Decision made Cabinet Members making the decision The Deputy Leader of the Council and Cabinet Member for Corporate Services & Property, on behalf of the Leader, and in conjunction with the Cabinet Member for Finance & Transformation APPROVED That the Deputy Leader of the Council and Cabinet Member for Corporate Services & Property, on behalf of the Leader, and in conjunction with the Cabinet Member for Finance & Transformation agreed to the capital release requests of £11,452,498.65 from the approved budget for the Hayes Regeneration Programme for ongoing construction works in the Hayes Estate Regeneration project with the existing contractor, Higgins Partnerships 1961 plc. Reason for decision Approval of t he release of capital funds within contractual agreements, enables the developer to continue to move forward with the regeneration of the Hayes Town Centre and Avondale Drive Estates. This major regeneration scheme will maximise the opportunities to provide new high- quality affordable housing in the Borough and enhance place-making around Hayes Town Centre. This decision was taken under special urgency procedures in the Council Constitution and deemed urgent by the Deputy Leader of the Council, in the absence of the Leader. The reason for urgency is to ensure the Council me ets it contractual payment obligations to the appointed contractor. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call -in period, was also granted by the Chair of the Corporate Resources and Infrastructure Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
