Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £460 and will be met from within existing revenue budgets for the Transportation Service. Relevant Ward Pinkwell RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Station Road, Hayes. 2. approves the introduction of ‘ At Any Time’ waiting restrictions on Station Road , Hayes, as shown in Appendix B to this report. Reasons for recommendations To improve access in the access road on Station Road yet still maintaining parking for residents on the main road. Cabinet Member Report – 13 August 2021 Page 2 Part 1 Public Alternative options considered / risk management The Cabinet Member could decide not to proceed with the installation of the ‘At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Within Pinkwell Ward, Station Road has a combination of residential and business properties. Station Road is a main route that connects Hayes Town with Harlington, Sipson and the M4 motorway. It is the signposted route for HGV’s and is part of the U4, 696 and 698 bus routes. A plan of the area is shown on Appendix A to this report. 2. The Council’s Road Safety Engineer observed road safety issues for vehicles using the southern section of Station Road at the traffic lights and has subsequently received a request through the Road Safety Programme for measures to remove obstructive parking at the traffic lights. As a consequence, a more detailed site investigation was undertaken by Council officers. 3. Officers observed that there are existing double yellow lines on the junction, which stop at the end of the central pedestrian refuge on the approach to the traffic signals . Vehicles were observed parking from the end of these restrictions on Station Road. These parked vehicles force vehicles waiting at the traffic lights to queue in the oncoming lane. The gap between the island and parked cars is especially restrictive to larger goods vehicles. 4. As a result of the site observations a proposal was developed to extend the existing double yellow lines on Station Road to help improve access at the traffic lights . The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection. 6. The objector stated "I am writing to object to the parking restrictions...There have always been parking issues but we have just coped. The Council placed double yellow lines a few years ago which limited us parking space. Now you are proposing putting more yellow lines…as it is there have been arguments with neighbours when you park outside their home, which has almost become physical. I would not feel safe parking miles away and walking home...I do understand that vehicles park here, as at present there has been a Cabinet Member Report – 13 August 2021 Page 3 Part 1 Public white ford van DPD on the side...it would seem that the van has been dumped as it has not moved for at least four weeks if not longer... Maybe if you said high sided vehicles should not park beyond a certain point but making double yellow lines will be a catastrophe for the local residents.” 7. The local Ward Councillors have been consulted an d one has responded supporting the proposed double yellow lines. 8. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to proceed with the proposed ‘ At Any Time’ restrictions in Station Road as shown in Appendix B to this report. Financial Implications The estimated cost to implement the proposed changes is approximately £460 , which will be managed within existing revenue Transportation budgets. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on Station Road will be that safety is maintained at all times whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The decision makers must ensure that there is full consideration of the representations that have been received. In exercising the power to approve the proposal for 'At Any Time' waiting restrictions such as that set out in the report, the Council has to consider its power to make an order creating a waiting restriction as set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures that should be followed in this case are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). Cabinet Member Report – 13 August 2021 Page 4 Part 1 Public If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements which must be observed. In considering consultation responses , section 122 of the Road Traffic Regulations Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic.
