Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. Approves for statutory consultation to be carried out on a detailed design for a proposed Stop & Shop Parking Scheme on the section of road outside Nos. 28 to 34 High Road, Cowley. Cabinet Member Report – 15 February 2022 Page 2 (Part 1 Public) Reasons for recommendation The recommendation reflects the majority of responses received to the consultation with residents, businesses and the views of the local Ward Councillors. Alternative options considered / risk management The consultation with residents and businesses offered either the option of a Stop & Shop Parking Scheme on the section of road outside Nos. 28 to 34 High Road, Cowley or for no changes to be made to the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall a petition submitted from shops of one of the service roads situated along High Road, Cowley asking the Council to consider the introduction of a Stop & Shop Parking Scheme to provide a turnover of parking for their customers. Following consideration of this petition, this request was added to the Council’s Parking Scheme Programme for further investigation and informal consultation with the businesses and residents living above the shops between Nos. 28 to 34 High Road, Cowley. 2. Attached as Appendix A is a plan indicating the section of the service road outside Nos. 28 to 34 High Road, Cowley. To establish if the majority would support the introduction of a Stop & Shop Parking Scheme, the businesses and residents living above the shops were delivered a letter and questionnaire to ask if they would like they would support the introduction of a scheme along this part of the service road. 3. As the Cabinet Member will appreciate one of the main purposes of Stop & Shop Parking Schemes is to provide a turnover in parking for visitors and maintain the viability of shopping parades. Therefore, within the covering letter of the consultation it was advised that the Council will not be offering any form of permit to the residents or businesses to park if such a scheme were to be adopted within the service road. It was also advised that a scheme would have operational hours of 8.00am to 6.30pm, Monday to Saturday with a maximum stay of parking up to two hours. 4. Responses received to the consultation are tabulated in Appendix B. There was a total of five responses received from 14 consultation delivered, representing a return of 36%. The majority of both residents and businesses who took the opportunity to respond to the consultation supported the option of a Stop & Shop Parking Scheme over no change. The summary of the responses received have been shared with the local Ward Councillors who have indicated that they are happy to support the majority view indicated by those who responded to this consultation. In summary it’s therefore recommended that the businesses and residents of Nos. 28 to 34 High Road, Cowley are formally consulted on a detailed design for a possible Stop & Shop Parking Scheme. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? To design and consult on a Stop & Shop Parking Scheme which is intended to provide a turnover of parking spaces for customers to the shops between Nos. 28 to 34 High Road, Cowley. Consultation carried out or required The businesses and residents of Nos. 28 to 34 High Road, Cowley were informally consulted to see if they would like to consider the introduction of a Stop & Shop Parking Scheme in the section of service road immediately outside these properties. If the recommendations to this report are approved formal consultation will be required to progress proposals for a scheme further. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the proposed introduction of a Stop & Shop Parking Scheme. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996. Should there be a decision that further measures are to be considered then the relevant statutory provisions will have to be identified and considered at that time.
