Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost implication in relation to the recommendations set out in this report is £2k. Reasons for recommendations The recommendations reflect the responses received to the informal consultation with residents and businesses in High Street, Harefield. Cabinet Member Report – 16 February 2021 Page 2 Part I - Public Alternative options considered / risk management The consultation with local businesses and residents provided the option to maintain the current parking arrangements. Policy Overview Committee comments None at this stage SUPPORTING INFORMATION 1. The Cabinet Member will be aware of a recent petition and requests from residents and businesses in High Street, Harefield requesting improvements to be made to the on-street parking situation in the village centre. Following a meeting with petitioners, the former Cabinet Member for Planning and Transportati on asked officers to add their request to the Council’s extensive Parking Programme for informal consultation with residents and businesses i n an area agreed in liaison with local Ward Councillors. 2. High Street is located in the heart of Harefield village which is located in the north of Hillingdon. Key network roads such as Breakspear Road North, Harvil Road, Park Lane and Rickmansworth Road lead into High Street. A school, local shops, and other local amenities are available to residents and visitors who can currently utilise free parking in front of the commercial premises on High Street. 3. Concerns were raised by petitioners that the unregulated parking in High Street is regularly occupied by business owners and their staff , resulting in some customers having to park in Harefield House Car Park (which has parking charges to keep in line with the conditions of a Planning Section 106 agreement) or finding alternative parking nearby in residential roads and private land. Some business occupiers have complained about the lack of turn- over of the available on-street spaces. 4. As agreed by the then Cabinet Member at the Petition Hearing, officers carried out an informal consultation with directly affected residents and businesses in the area shown o n the plan attached as Appendix A, to see whether they would support a possible ‘Stop and Shop’ parking scheme. All residential properties and business premises were delivered a consultation pack which included a letter, a questionnaire, a plan showing the area for consultation, a detailed design for a possible ‘Stop and Shop’ Parking Scheme as well as a pre-paid envelope. 5. The scheme, which would be operational ‘Monday to Saturday 8am to 6:30pm’, features a loading bay and dedicated disabled parking bays with a maximum stay limited to 2 hours. During the informal consultation, the first 30 minutes parking is free for everyone, with longer parking charged at 20p per s ubsequent half hour periods for Hillingdon residents with a HillingdonFirst card, or 90p per subsequent half hour periods for non-residents. However, it is anticipated that the Council may increase the cost of parking charges from 6 th April 2021. The first 30 minutes parking will remain free for everyone but the cost to park for up to one hour will increase from 20p to 25p for residents and 90p to £1.50 for non- residents, and for two hours the cost will also increase for residents from 60p to 80p and for non-residents £2.70 to £3.00. Cabinet Member Report – 16 February 2021 Page 3 Part I - Public 6. 114 consultation packs were delivered to residents and businesses in High Street however only 23 responses were received which represents a response rate of 20% . The tabulated results can be seen attached as Appendix B. 7. Overall, out of the 23 responses the Council received, 13 indicated support for a possible ‘Stop and Shop’ Parking Scheme whilst 10 responses indicated a preference for the parking arrangements to remain as they are. O f the businesses which responded, 10 were in favour of a scheme whereas seven were not. Evidently, despite the numerous requests for parking controls in High Street, Harefield, there is an apparent overall lack of support for the proposed ‘Stop and Shop’ Parking Scheme from businesses and residents. 8. During the informal consultation, some residents and businesses took the opportunity to write comments on their questionnaire. One of the most frequently made comments received against any change to the parking situation was that free parking in the High Street is an incentive for visitors. In addition, it was pointe d out that unlike other town centres such as Northwood Hills and Eastcote, the number of shops is relatively small and customers usually know which services they are visiting for, meaning they are not parked for long periods of time and therefore the turnover of spaces is not an issue. 9. However, a similar numbe r of responses which indicated support for the ‘Stop and Shop’ Parking Scheme proposals advised how a parking scheme has been necessary in High Street, Harefield for a while now due to, as mentioned, customers struggling to find somewhere to park in High Street, despite the available car park. Furthermore, some businesses mentioned how visitors and even some parents, during pick-up and drop-off times for the local schools , park in the service roads blocking access to the rear of shops. However, it is important to note that the Council’s Parking Enforcement Team is unable to take enforcement action on private land. 10. In summary, the results of the informal consultation for a possible ‘Stop and Shop’ Parking Scheme in High Street, Harefield have been shared with the Cabinet Member and local Ward Councillors. Whilst they recognise the relatively low response rate, they have asked that officers proceed to the next stage of formal consultation. It is therefore recommended that officers carry out statutory consultation on a possible ‘Stop and Shop’ Parking Scheme in High Street, Harefield. Financial Implications The estimated cost to carry out statutory consultation on a detailed design for the proposed ‘Stop and Shop’ Parking Scheme in High Street, Harefield is approximately £2,000. The TfL funding allocation for 2021/22 is unconfirmed at this time and so it is propo sed to fund the cost of this consultation through the Parking Revenue Account (PRA) in the interim . Should the Council decide to implement the proposed scheme following consultation, a suitable funding source will need to be identified. Consultation carried out or required Residents and businesses in the area, attached as Appendix A, were informally consulted to see if they would support a possible ‘Stop and Shop’ Parking Scheme in High Street, Harefield. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the potential extension to the Parking Management Scheme. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996. Should there be a decision that further measures are to be considered then the relevant statutory provisions will have to be identified and considered at that time.
