Summary
To inform the Cabinet Member of the outcome of the informal
consultation to extend the Eastcote Resident Parking Scheme into
Beech Avenue and Oak Grove.

This report supports the Council objective of Our People. The
request can be considered as part of the Council’s annual
programme of road safety initiatives and for on-street parking
controls.
Financial Cost The estimated cost associated with the recommendations to this
report is £2,000, which will be funded through which will be funded
through the TfL Grant LIP Allocation.

RECOMMENDATIONS
That the Cabinet Member:
1. Notes the responses received to the informal consultation undertaken in Beech
Avenue and Oak Grove regarding the extension of the Eastcote Resident Parking
Scheme.
2. Instructs officers to formally consult on a Resident Parking Scheme operating
Mon-Fri 11am-midday in Beech Avenue and Oak Grove.

3. Subject to the above, approves the implementation of the proposals should the
results of the above consultation be positive.

These recommendations are in line with the views expressed during the informal consultation.

SUPPORTING INFORMATION
1. A petition with 22 valid signatures was submitted to the Council requesting that a Parking
Management Scheme be considered for Beech Avenue, Eastcote to help address problems with
all day non-residential parking.
2. Beech Avenue is a mainly residential cul -de-sac with vehicular access only from Oak
Grove. A small section of the road is already within the Eastcote Parking Management Scheme
which leads into Columbia Avenue. This petition related to the section of Beech Avenue southwest
of the junction with Oak Grove that is not currently included within the scheme. The location of
Beech Avenue and the nearby extent of the Eastcote Parking Management Scheme is indicated
on the plan attached as Appendix A to this report.
3. The majority of roads between Eastcote T own Centre and Beech Avenue already benefit
from parking controls, therefore this area forms an attractive area for non-residential parking as it
is just a short walk away from local shops, amenities and Eastcote Station.
4. The Cabinet Member will be aware that the Council recently introduced an extension to
the Eastcote Parking Management Scheme nearby in Columbia Avenue and within a small
section of Beech Avenue which appears to be working well. If a scheme is subsequently proposed
in the rest of Beech Avenue this could possibly form part of the same parking scheme zone and
operating time as Columbia Avenue.
5. It was recommended that the Cabinet Member at the time discussed with petitioners their
concerns and , if considered appropriate, add ed the request to the future parking scheme
programme for further investigation and consultation with residents. The Cabinet Member also
suggested that local Ward Councillors should be asked their views as to whether any additional
roads should also be informally consulted.

6. During discussions with local Ward Councillors following the petition hearing , they
indicated that Oak Grove should also be consulted at the same time as Beech Avenue.
7. As part of the informal consultation, a consultation pack was delivered to every property in
the area consisting of a letter, a questionnaire and a reply-paid return envelope.
8. Of the 108 letters delivered, 51 were returned which represents a 47% return ra te, a
breakdown of the returns can be seen in the table below.

9. Based on these results , it is clear that the majority of residents who responded to the
consultation are in favour of a possible extension to the Eastcote Residents Parking Scheme and
it is , therefore, recommended that a formal design is developed for a subsequent formal
consultation.
Financial Implications
The estimated cost to conduct a statutory consultation with the residents of Beech Avenue and
Oak Grove is £2,000.
There are no implications to Council Resources on the consultation of the scheme described
above; it is to be fully funded through the 2020/21 Transport for London Grant Local
Implementation Plan allocation of £100k for various Parking Management Schemes, subject to
the usual Cabinet Member release protocols.
Should the results of the formal consultation be positive, the estimated cost of implementing the
scheme is £5,000, the further funding required will be sought from the TfL Grant LIP Allocation of
100k for various Parking Management Schemes, subject to the Cabinet Member release
protocols.

Consultation carried out or required
Residents of Beech Avenue and Oak Grove were informally consulted to see if they would like
the Eastcote Resident Parking Scheme extended into their road. If the recommendations in this
report are approved, formal consultation will be required for these changes.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed the report and concurs with the financial implications set out
above noting that the proposed costs are to be funded from the 2020/21 TfL Grant LIP Allocation.
Legal
The Council has conducted informal consultation in relation to the possible extension of the
Eastcote Parking Management Scheme. There are no legal impediments to the Council now
conducting statutory consultation in accordance with the Local Authorities Tr affic Orders
(Procedure) (England & Wales) Regulation 1996.
Should there be a decision that further measures are to be considered then the relevant statutory
provisions will have to be identified and considered at that time.
