Special Urgency Capital Release Decision Notice – 08 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 08 APRIL 2021 The Leader of the Council and the Cabinet Members for Environment, Housing and Regeneration, Public Safety and Transport, and Finance, have made the following decision today: 1. THE LEADER OF THE COUNCIL AND THE CABINET MEMBERS FOR ENVIRONMENT, HOUSING AND REGENERATION, PUBLIC SAFETY AND TRANSPORT, AND FINANCE CONTRACT AWARD FOR THE PROVISION OF FOOD WASTE VEHICLES DECISION: FULL APPROVAL That the: 1. Leader of the Council and Cabinet Members for Environment, Housing and Regeneration & Public Safety and Transport accept a single tender action to contract award five (5) specialist vehicles from C. P. Davidson & Son Ltd for the sum of £487,050, for the segregation of food waste from green waste.* 2. Cabinet Member for Finance and Cabinet Members for Environment, Housing and Regeneration & Public Safety and Transport approve the capital release request of £487,050 from the 2020/21 Purchase of Vehicles capital budget to fund the purchase of five (5) food waste vehicles.* *The Leader of the Council made these decisions on behalf of the cabinet Members REASONS FOR THE DECISIONS MADE Purchasing the vehicles is essential to meet a number of separate legislative requirements, including the Resource and Waste Strategy 2018, the Mayors Reduction and Recycling Plan 2018 and the Government’s Environment Bill 2020, requiring Hillingdon to move to a segregated food waste collection operation. Essentially, these collective changes in legislation mean that the Council are required to cease mixed collection of food and garden waste by 2023. In addition, the vehicle purchase and associated changes to the management of organic waste and will deliver a number of additional environmental benefits. It is expected for example, that benefits will be derived from the West London Waste Authority’s PAYT preferential segregated disposal rates with associated savings in the region of £347k. Purchasing of the vehicles will be more cost effective when compared to hiring of the vehicles from external suppliers. ALTERNATIVES CONSIDERED AND REJECTED The Council could decide to use hired vehicles; however, this is a more expensive option than purchasing new vehicles. FURTHER INFORMATION The report relating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the pub lic interest in withholding the information outweighs the public interest in disclosing it NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. Special Urgency This d ecision was taken under urgency rules in accordance with The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. The reason for urgency is to enable the Food Waste Collection Service to commence as planned in April. Following a request to the Chairman of the Executive Scrutiny Committee, the call- in period has been waived. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
