Capital Release Decision Notice – 08 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 08 APRIL 2021 The Leader of the Council, the Cabinet Member for Property and Infrastructure, and the Cabinet Member for Finance have made the following decision today: 1. THE LEADER OF THE COUNCIL, THE CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE, AND THE CABINET MEMBER FOR FINANCE CAPITAL RELEASE REPORT (March 2021) DEPARTMENT: Residents Services SERVICE AREA/ PROGRAMME: Sports C lub Refurbishment Programme 2020/21 – Additional Roof Works to Ladygate Lane Bowls Club RELEASE NO: 2 DECISION: FULL APPROVAL That the: 1. Leader of the Council and the Cabinet Member for Property and Infrastructure approve d the award of contract to Scaffolding Access Ltd for specialist scaffolding works to the roof at Ladygate Lane Bowls Club for £62k; and 2. Cabinet Member for Finance and Cabinet Member for Property and Infrastructure approve d the capital release request of £77k from the Sports Club Refurbishment Programme 2020/21 capi tal budget for scaffolding and additional roof works at Ladygate Lane Bowls Club (Appendix A of the associated report). REASONS FOR THE DECISIONS MADE The existing roof at the Bowls Club is undergoing a refurbishment, but the project completion was delayed by the COVID-19 pandemic. This delay has resulted in additional work costs including scaffolding and associated safety inspections. Additional roofing defects have also been identified as part of these works that are in addition to the original capital release in March 2020. These works are covered by a 25-year guarantee. ALTERNATIVES CONSIDERED AND REJECTED The removal of the scaffolding at the beginning of the pandemic was not an option as the existing roof was so unstable and the roofing tiles were allowing water ingress. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 15 April 2021. This is the formal notice by the Council of the above decisions.
