Putting our Residents First This report supports the Council objective of Our People . The request can be considered as part of the Council’s annual programme of road safety initiatives and for on- street parking controls. Financial Cost There are no direct financial implications associated with the recommendations to this report. Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) Eastcote RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Notes the responses received during the formal consultation undertaken in Beech Avenue and Oak Grove regarding the extension of the Eastcote Resident Parking Scheme; and, 2) Instructs officers to defer these proposals at the present time. Cabinet Member Report – 26 October 2022 Page 2 Part 1 - Public Reasons for recommendation These recommendations are in line with the views expressed and those of local ward councillors during the formal consultation. Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition with 22 valid signatures was submitted to the Council requesting that a Parking Management Scheme be considered for Beech Avenue, Eastcote to help address residents’ concerns over all day non-residential parking. 2. Beech Avenue is a mainly residential cul -de-sac with vehicular access only from Oak Grove. A small section of the road is already within the Eastcote Parking Management Scheme which leads into Columbia Avenue. This petition related to the section of Beech Avenue southwest of the junction with Oak Grove that is not currently included within the parking scheme. The location of Beech Avenue and the nearby extent of the Eastcote Parking Management Scheme is indicated on the plan attached as Appendix A to this report. 3. Most roads between Eastcote Town Centre and Beech Avenue already benefit from parking controls. Therefore, this area forms an attractive area for non- residential parking as it is just a short walk away from local shops, amenities, and Eastcote Station. 4. The Cabinet Member was aware that the Council introduced an extension to the Eastcote Parking Management Scheme nearby in Columbia Avenue and within a small section of Beech Avenue which has been well received by the local community. If a scheme was subsequently proposed in the rest of Beech Avenue, it could possibly form part of an extension to the existing parking scheme zone implemented in Columbia Avenue. 5. It was recommended that the Cabinet Member of the time discussed with petitioners their concerns and if considered appropriate, added the request to the future parking scheme programme for further investigation and consultation with residents. The Cabinet Member also suggested that local ward councillors should also be asked their views on if any additional roads should also be informally consulted. 6. During discussions with local ward councillors following the petition hearing, they indicated that Oak Grove should also be informally consulted at the same time as Beech Avenue. 7. As part of the informal consultation, a consultation pack was delivered to every property in the area consisting of a letter, a questionnaire, and a reply-paid return envelope. Of the 108 letters delivered, 51 were returned which represents a 47% return rate, a breakdown of the returns can be seen in the table below. Yes No Beech Avenue 23 12 Oak Grove 11 5 9. Based on these results it was clear that the majority of residents who responded to the consultation were broadly in favour of a n extension to the Eastcote Residents Parking Scheme and it was therefore recommended that a formal design was developed for a subsequent formal consultation. 10. These results were reported to the local ward councillors and the Cabinet Member who made the decision that a design for scheme should be shared with residents in the formal consultation process. 11. The road was surveyed, and a detailed design was produced and shared with the Cabinet Member and local ward councill ors prior to a formal consultation . During this 21- day formal consultation, a letter explaining the operational aspects of a scheme, and plans of the proposed scheme were delivered to all properties within the affected area. 12. During the formal consultation 31 responses were received, 11 from Beech Avenue and 10 from Oak Grove. These can be summarised as: Support Object Comment Beech Avenue 4 6 1 Oak Grove 7 1 2 13. A detailed breakdown of the comments received and responses from the Council is attached to this report as Appendix B. 14. These results were again shared with the local ward councillors who felt that, on balance, support for the scheme was not sufficient to progress to implementation at the present time. 15. In light of the responses received during the formal consultation and the views of ward councillors, it is therefore recommended that the scheme is deferred. Financial Implications There are no direct financial implications associated with the recommendations to this report. Cabinet Member Report – 26 October 2022 Page 4 Part 1 - Public RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? On balance, the ward c ouncillors felt there is insuff icient support from the local community to progress scheme at resent time. Consultation carried out or required Residents of Beech Avenue and Oak Grove were informally and formally consulted to ascertain if they would support the extension of the Eastcote Resident Parking Scheme into their road. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management None at this stage. Response from Council. Beech Avenue Support. Object. The informal consultation took place two years ago and newer residents have not had the views head. We have never had a problem parking in Beech Avenue. The formal consultation was delayed due to covid restricitons over the last couple of years. All households were sent the same letter and they are free to make their feelings known during this consulation. Object. We are to far from the underground station for parking to be a problem. Object. Beech Avenue does not have a problem with commuter parking. This is another money making scheme from the council with additional permits costing hundreds of pounds per year. Support. Comment. I am concerned how a scheme would affect delivery vehicles. There should be no affect on delivery vehicles as they are generally permitted to stop on yellow to load/unload for up to 20 minutes and the driver should be aware of this fact. Object. I want Beech Avenue parking to stay as it is right now. Object. I have never heard of this horrendous idea previously, I have never had a problem parking in Beech Avenue. This is just another money making scheme that appals me. I don't feel the previous consultation is still valid after two years and should be rerun. I do not feel that just 22 people is enough to proceed this scheme forward. If you do not do a new survey I will personally set up a petition against your parking scheme in Beech Avenue. All households were sent a letter and questionnaire previously, along with a reply paid envelope, and if residents do not wish to make their feelings known the Council can only consider that they have no stong feelings either way. The Council can only consider the views that are expressed to them. Residents are welcome to create a petition if they wish, but it is better to respond to the consultations when they take place. Support. I am generally in favour of this scheme as it will make exiting Beech Avenue safer, but drivers will continue to use the road as a rat run and drive too fast, it really needs traffic calming. Reducing the number of parked vehicles may make this problem worse. Unrelated to the scheme, the recent changes to the junction with Elm Avenue had made it more dangerous, perhaps consider making the bridge one way towards Elm Avenue. Your comments regarding the speed of vehicles and the bridge are outside the scope of this consultation but these views will be recorded. Object. We have recently moved to Beech Avenue and feel the scheme is not needed as we have not experienced any parking problems. However, we do believe that the yellow lines at the junction of Beech Avenue and Oak Grove are needed to prevent obstrucive parking. Support. But feel the double yellow lines at the junction of Beech Avenue and Oak Grove should be extended further coming out of Beech Avenue. Oak Grove Support. Can the double yellow lines at the entrances to the private road be increased to improve visibility and road safety, as it can be difficult to see oncoming traffic? Support. I am concerned about the private parking bays and how they can be protected from non-residents parking in these bay. These proposals are limited to the public highway only, if residents wish restrictions on any private or Housing land they should contact the relavant management company. Object. I am concerned about the cost of permits, are we eligible for the free permit. With the increases in living costs, to add an extra cost is a big burden. I have never noticed issues with parking on the street and I consider it should remain the same. Support. Could the double yellow lines be implemented all the way across the bay outside the residents only parking area, it is difficult to see traffic along the road if a vehicle is parked there. Should the scheme go ahead then this will be considered. Comment. How do the council intend to ensure those who currently park along Oak Grove , will not park in the Oak Grove cul de sac houses 2-24? These proposals are limited to the public highway only, if residents wish restrictions on any private or Housing land they should contact the relavant management company. Support. Whilst a 11am-noon restriction will deter commuters, there is also significant traffic build up 3-4pm near the community centre, this creates a bottle neck at the junction with Southbourne Gardens. A break in the parking near the junction would provide a passing place. Oak Grove is used as a rat run and is often gridlocked. The footpath over the bridge is very narrow meaning pedestrians sometimes have to step into the road way to pass each other. The bridge was closed for a few hours over the Jubilee weekend due to an RTC. The times of operation are the same as the scheme in Columbia Avenue, which these proposals are an extension of. Your comments regarding the bridge are outside the scope of this consultation but these views will be recorded. Support. There are often cars parked by commuters blocking driveways and making it difficult to pass other vehicles. This is also made worse by the speed of the vehicles using Oak Grove as a rat run. More passing room may be needed near to the community centre. The bridge is not fit for purpose with the narrow footpath on one side meaning that you must step into the road if approached by a pushchair. If a vehicle is left blocking a driveway then they can be reported to the Councils Parking Services Team who will endevour to send a CEO to ticket the vehicle if it is deemed to be parked illegally. The bridge is outside the scope of this report. Comment. I am concerned that there may be a knock on effect with commuters parking in the car park for the community centre, can this be properly designated for the community centre use? Why are there bays along the whole length of Oak Grove when there are few residential properties at the Southbourne Gardens end? These proposals are limited to the public highway only, if community cente wish restrictions on the car park they should contact the owner of the property. If this area was left unrestricted it may be permanently full of vehicles that are not moved. Support. I am delighted about this scheme, this road has had problems with long term parking of commercial vehilces and commuters for years now, this has beem made more difficult by the knock on effect from other schemes. The parking often causes difficulties to access my property, and the level of parking makes the speeding traffic more dangerous. There is an overnight lorry and bus parking ban in effect in Oak Grove, buses and vehicles over 5 tonnes are prohibited to be left on the public highway in these roads during between 6.30pm-midnight, and midnight- 8.30am. If a vehicle is in breach, then they can be reported to the Councils Parking Services Team who will endevour to send a CEO to ticket the vehicle if it is deemed to be parked illegally. Support. We have family members that live in Oak Grove and sometimes find it almost impossible to park nearby.
