Financial Cost This report seeks the release of £130k of capital funding for
the 2021 /2022 road safety programme. All schemes have
been approved by the Cabinet Member for P ublic Safety and
Transport.

RECOMMENDATION
That the Cabinet Member for Finance and the Cabinet Member for Public Safety and
Transport agree to the following capital release request for funding for Road Safety
Programme schemes to a total value of £120k (Appendix A).
Reasons for recommendation
This is to enable the release of capital resources in order to progress the project and capital
programme that was agreed by the Council and are included within the Council’s 2021 /2022
Capital Programme Budget.
Alternative options considered
If the release of Capital Funds is not approved, these schemes cannot be delivered.

Supporting Information
1. Carriageway and Footway improvements (£80k)
The schemes included in Appendix A will improve safety and access for all road users.
1.1. Harefield Road, Uxbridge - £40k - Installation of three sets of two speed cushions to help
reduce vehicle speeds and accident risk. Following a request through the Road Safety
Programme and investigation including a 24h/7day speed survey which showed the majority of
vehicles were exceeding the 30mph speed limit in the northern section of the road. An informal
consultation with residents has shown that the majority of residents support this proposal. It
also has the support of the local Ward Councillors.

The costs quoted are for the works. There are no other associated costs.
1.2 Bourne Avenue, Hayes - £40k - Installation of raised tables and a 7.5T weight limited
except for access in the eastern end of the road. These are to help reduce vehicle speeds and
accident risk and help deter HGV’s from accessing this end of Bourne Avenue. Following
concerns from Ward Members and local residents, traffic surveys were undertaken on Bourne
Avenue, which is a no- through road in the Pinkwell area leading off Dawley Road, with a
barriered entry for buses only on to the Prologis Park site. These showed a high level of HGVs
mistakenly trying to access Prologis Estate and high speeds on the ‘dead end’ section.
This is to be part funded by S106 funds from a nearby development. The contribution totals
£10k, capital release of this £10k is being s ought via this report. A S106 allocation report is
being progressed in parallel to this Capital Release.

2. Street furniture (£50k)
2.1. Vehicle Activate signs - £30K - Purchase and installation of 10 vehicle activated signs
to be installed at various locations across the B orough. The locations will be agreed by the
Cabinet Member on a case-by-case basis.
2.2 Zebrites - £20k – To purchase and install a series of ‘zebrite’ high-conspicuity Belisha
Beacon haloes on existing zebra crossings across the Bo rough, in order to enhance their
visibility where this is an issue of particular concern. The precise specifications, bespoke
crossing layouts and locations will be agreed by the Cabinet Member on a case-by-case basis.

The relevant approval for capital release is set out in Appendix A and included are the dates
when the Cabinet Member for Public Safety and Transport approved the individual schemes.
All budget estimates have been calculated using the schedule of rates contained in the
Council’s term contracts.
Financial Implications

The 2021/22 capital programme approved by Cabinet and Council in February 2021 included
a capital budget for the road safety programme of £120k Cabinet, in June 2021, approved the
re-phasing of £108k of the unspent 2020/21 budget into 2021/22. This gives a revised budget
of £228k, funded from Council resources.
There is currently a separate Cabinet Member Report in process to request an allocation of
£10k from a development nearby to Bourne Avenue for a contribution towards the i nstallation
of raised tables and a 7.5T weight limited except for access in the eastern end of the road to
help reduce vehicle speeds and accident risk and help deter HGV’s from accessing this end of
Bourne Avenue. This will increase the revised road safety programme budget to £238k.
Previously £108k has been released for Road Safety Schemes at Hillside Road, Cheney Street,
Cherry Lane, Glencoe Road / Broadmead Road, Whitehall Road and 70 schools across the
Borough.
This report is seeking the release of £ 130k for the Road Safety S chemes described above,
which have been approved by the Cabinet Member for Public Safety and Transport.
The release request includes the cost of the recommended quotation through the highways
term contract and the Road Safety carriageway and footway improvements include an internal
fee of 13.6% of the quoted building works cost.
Corporate Property and Construction
There are no property implications resulting from the recommendation set out in this report.
Corporate Finance Comments
Corporate Finance has reviewed this report and associated financial implications, confirming
the budgetary position set out above and noting that this investment in road safety is to be
funded from the 2021/22 approved revised Road Safety Programme capital budget, mainly
financed from Council Resources.
Legal Comments
The Borough Solicitor confirms that the Council is responsible for carrying out this function
pursuant to Section 41 of the Highways Act 1980.
Any contract that is awarded following this capital release must be in accordance with the
Council's Procurement and Contract Standing Orders.

Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made
by a formal democratic decision. No expenditure can be placed or committed by officers until
this formal approval is given by Democratic Services. Release of funds must be for identified
projects only and strictly not for the general release of funds for projects to be identified at a
later date. No block releases of capital or funding will be allowed, except if authorised by the
Leader of the Council in advance to Corporate Finance. The release of funds will only be made
if previous Council, Cabinet or Cabinet Member agreement has been given to the project and
only if there is an approved budget.
