Putting our Residents First This report supports the Council objective of Our People. The objection to the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications in relation to the recommendations of this report. Relevant Select Committee Public Safety and Transport Select Committee Relevant Ward Yiewsley. RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. Notes the comments received during the statutory consultation for the proposed extension to the Hillingdon Hospital Parking Management Scheme in Apple Tree Avenue, Hillingdon/West Drayton as shown on Appendix A; and Cabinet Member Report – 07 April 2022 Page 2 (Part 1 Public) 2. Agrees to defer the proposed extension to the Hillingdon Hospital Parking Management Scheme in Apple Tree Avenue, Hillingdon/West Drayton due to the overall lack of support demonstrated by residents. Reasons for recommendations The recommendation reflec ts the views of the majority of residents who responded to the Council's consultation. Alternative options considered / risk management The Council could have decided to proceed with the introduction of the Parking Management Scheme as proposed or with amendments. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. As the Cabinet Member will be aware, the residents of Apple Tree Avenue have previously petitioned the Council requesting the introduction of a Parking Management Scheme to address concerns with all day non-residential parking which they associate with Hillingdon Hospital. As the road is on the periphery of the Hillingdon Hospital Parking Management Scheme, it could be an attractive area for parking close to the hospital. 2. Following the above, informal consultation was carried with the residents of Apple Tree Avenue and several of the other surrounding roads agreed in liaison with the local Ward Councillors, to see if residents would support their road being included in an extension to the Hillingdon Hospital Parking Management Scheme. The majority of residents who responded to the informal consultation from Apple Tree Avenue indicated they would in principle, support a possible scheme, therefore the Ward Councillors felt it was appropriate to progress proposals further within this road. It was therefore decided by the Cabinet Member that residents of Apple Tree Avenue should be formally consulted on proposed scheme and officers subsequently prepared detailed proposals for consultation within the area shown on Appendix A. 3. Statutory consultation for an extension to the Hillingdon Hospital Parking Management Scheme with was undertaken on the detailed proposals attached this report as Appendix C. All of the comments submitted by residents during the consultation have been summarised in the table attached as Appendix B to this report. 4. The majority of responses received to the formal consultation indicated that residents were not supportive of the proposed scheme in Apple Tree Avenue. The main concern raised by these residents was the resulting overall loss in parking within the street. As footway parking enforcement is currently suspended in Apple Tree Avenue residents often utilise the section of footway that leads into their driveways, if a Parking Management Scheme was introduced within the road then there is no possible way this arrangement could take place. Cabinet Member Report – 07 April 2022 Page 3 (Part 1 Public) 5. As the Cabinet Member will be aware, it’s almost inevitable that when the parking arrangements within a street are formalised, some parking will be lost as a result. The proposed scheme design that the Council has developed seems to provide as much on-street parking as is possible without changing the extent of the highway. The sections of footway that residents current use for parking could not be formalised as part of this scheme and therefore parking in these areas would be prohibited by a single yellow line. This restriction extends to the back of the footway resulting in the loss of what residents currently regard as legitimate parking spaces outside their property. 6. In summary, the proposed scheme will result in a significant loss of parking which residents have advised would be unacceptable. The informal arrangement in place to allow parking on the footway within Apple Tree Avenue cannot be incorporated into the scheme design. Therefore, this leaves the Council with no other option than to defer the current proposals for a Parking Management Scheme in Apple Tree Avenue. If residents of Apple Tree Avenue would like to reconsider a Parking Management Scheme for their road in the future with acceptance that overall some parking would be lost a result, then the Council may decide to reconsider proposals for the road if residents once again petition for such measures. Financial Implications There are no direct financial implications resulting from the recommendations set out within this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The recommendation will allow the Cabinet Member to make a decision based on the responses received during the statutory consultation. Consultation carried out or required Statutory consultation was carried out between 24 November and 15 December 2021 by the insertion of public notices in a local newspaper, the London Gazette and displayed on site. Additionally, the Council wrote to the all residential properties along abutting the section of road where the changes were proposed. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. I would be grateful If you could acknowledge receipt of my view on this matter and look forward to hearing from you. Apple Tree Avenue (Section south of the junction with Violet Avenue) Having considered this proposed scheme I would like to inform you that I am NOT in favour of this and object to the development of it. I would like to contest the fact that you are proposing to utilise the pathway to my drive, when no one other than myself or my visitors utilise it. I would support the road along Appletree itself but cannot support the driveway outside my own house. I hope my views can be considered in this consultation Apple Tree Avenue (Section south of the junction with Violet Avenue) I would like to register my view ‐ that I am against Appletree avenue to be included in any parking management scheme. Apple Tree Avenue (Section south of the junction with Violet Avenue) I've read your proposal for the permit scheme and I am strongly against it. I park on the pavement leading up to the driveway entrance and have done for 20 years. Thats because when I finish work between 7pm ‐ 8pm there's no other spaces available. Your parking scheme will do nothing to alleviate that problem. When you say some parking could be lost if the scheme goes ahead, I would say a large amount of parking would be lost, thus creating a problem that previously did not exist. For those of us who are at work during the proposed hours we will not be comforted by the knowledge that the parking bays are empty only to have them full when we need them. This scheme has been previously been proposed and rejected. Since then it has gotten more expensive. I fail to see how this can be of any benefit to the residents, I can only conclude that it only benefits the councils revenue stream. I also use different vehicles would that mean I would need a separate permit for each vehicle? In conclusion this scheme is appropriately named A SCHEME definition‐‐ To make plans, especially in a devious way or with intent to do something wrong. Apple Tree Avenue ‐ Responses to formal consultation for a proposed Parking Management Scheme Approximate Address Comments Apple Tree Avenue ‐ Responses to formal consultation for a proposed Parking Management Scheme Apple Tree Avenue (Section south of the junction with Violet Avenue) We are so happy for this permit parking to go ahead we have struggled with parking for years as we have no drive way, and the people who have drive ways tend not to park in them even when they have more then one car. Apple Tree Avenue (Section south of the junction with Violet Avenue) I strongly object to this Parking Management Scheme 1. Because I would lose part of my drive, which I had paid for. 2. Parking outside would be impossible as some houses have two or three cars. 3. Unless people in the middle houses were allocated a permit space with their house number on it. I will not pay for our visitors who come to see us. Approximate Address Comments Apple Tree Avenue ‐ Responses to formal consultation for a proposed Parking Management Scheme Apple Tree Avenue (Section north of the junction with Violet Avenue) Overall I don't have any objections for the scheme but do have some points which I want you to consider. 1) the times listed 9.00am to 5.00 pm is not suitable in my opinion, in fact I should suggest it should be more longer and earlier e.g 7.00am to 7.00pm. If you live at my end of the road (no through road side) , you will see on most occasions Cars are double parked alongside and parallel to normal parking bays, this causes obstruction to other lawfully parked cars,. Sometimes there is not sufficient space to get through the narrow gaps e.g for lorry dustcarts on thursdays, and even some delivery vans cannot get through. A longer time will force those drivers to remove their illegally parked cars by 7.00am. A later time of 7.00pm will help those householders who have permits to be able to find parking once they come home, most of these people arrive later than 5.00pm. 2) Policing a car parking scheme must be robust else this scheme will fail. I do see traffic wardens come to my side of the street but they seem to be mates with some householders or people know the routine of these persons (traffic warden comes at most times @11.00am ) so car owners work around that time. Sometimes you get a feeling that people are forwarned and are not that worried. 3) The biggest problem and I suspect this scheme will not stop this from happening, is some householders are putting out onto public parking bays outside their houses traffic cones and blocking off public parking bays thus not allowing other householders from parking there. These are householders who have no consideration for others and continue to flout rules. Lawfully every one has a right to park on public parking bays, but are not allowed to do so by these people. Even now the council does not police these. How will this be managed? I thank you for reading my email and my points , hope they will be given some consideration and would welcome some feedback Apple Tree Avenue (Section north of the junction with Violet Avenue) I am writing in complaint to a letter dated November 2021 received yesterday. I live on Appletree Avenue for over 40 years and I do not agree with this money making scheme! People should be free to come and go on this public road. We do not live near main shops or businesses so I see no benefit except you'll make allot of money for this scheme. Please do not go ahead with the scheme. All my neighbors agree with me. We do live by the school and we're not part of the petition to have this done. Please consider we do not all agree with the scheme. I do not agree and vote no.
