Executive Decision Notice – 27 April 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision OUT OF HOURS EMERGENCY ANSWERING SERVICE AND TELECARE CALL MONITORING SERVICE Reference No. 460 Date of decision Wednesday 27 April 2022 Call-in expiry date 5pm, Thursday 05 May 2022 Relevant Select Committee(s) Families, Health & Wellbeing Relevant Ward(s) All Decision made Cabinet Members making the decision Councillor Ian Edwards - Leader of the Council Councillor Jane Palmer - Cabinet Member for Health & Social Care Approved That the Leader of the Council and Cabinet Member for Health & Social Care accept the single tender from Anchor Hanover for the provision of an out of hours emergency answering service and the Telecare 24/7 call monitoring service contract for a 1-year contract from 4 th March 2022 to 3rd March 2023 at a cost of £284,359. Reason for decision Anchor Hanover provide a telecare monitoring service that enables people, especially older and more vulnerable individuals, to live independently and securely in their own home. It includes services that incorporate personal and environmental sensors in the home and remotely, that enable people to remain safe and independent in their own home for longer. Twenty- four-hour monitoring ensures that should an event occur; the information is acted upon immediately and the most appropriate response put in place. The one-year contract will allow officers to review the service alongside the development of an action plan for the future of Assisted Living Technology, in conjunction with the Cabinet Member. This plan will build upon the Families, Health and Wellbeing Select Committee’s recent review into Assistive Executive Decision Notice – 27 April 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Living technologies and will also encompass the Council’s broader corporate digitisation strategy and the significant changes to technology in this space. Alternative options considered and rejected As this is a required critical 24-hour service, until a reasonable alternative is procured, it is essential this service operates. Whilst a review is being undertaken of this service, procurement advise that a tender process for a one-year period would also not also necessarily represent best value.
