Executive Decision Notice – 16 June 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Hire of Winter Maintenance Vehicles (Gritters) Reference No. 509 Date of decision Thursday 16 June 2022 Call-in expiry date 5pm, Thursday 23 June 2022 Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward All Decision made Cabinet Members making the decision Councillor Jonathan Bianco – Cabinet Member for Property, Highways and Transport Councillor Martin Goddard – Cabinet Member for Finance Approved That the Cabinet Members approved the award of the contract to Econ Engineering Limited for the hire of eight winter maintenance vehicles (Gritters) for 26 weeks, from 1st October 2022 through to the 31st March 2023 and the two years thereafter at a total cost of £156,260 for year 1 equating to £468,780 for a three-year contract term (£479,826 including £3,682 per annum for vehicle delivery and collection). Reason for decision Following a comprehensive review of alternative hire options , the award to Econ was considered to be the only viable route for award. No other single provider could provide the vehicles required and / or necessary operational support. Alternative options considered and rejected Cabinet Members could have chosen to purchase the Council’s own fleet of gritters. However, for operational effectiveness it is important that gritters have maximum ‘up time’, so they are ready be deployed as required. The age profile of vehicles with the supporting maintenance regimes maximises operational reliability. If a Hillingdon vehicle broke down during a high usage period, there would be little opportunity to obtain replacement vehicles as demand would generally be high nationally. The added benefits related to not having to keep and insure vehicles on site for the 26 weeks of the year they are not used was also considered added value.
