Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Contract Award for the Provision of Hire Winter Gritters Vehicles Reference No. 186 Date of decision 6 July 2021 Call-in expiry date 5pm, on Tuesday 13 July 2021 Relevant Select Committee(s) Corporate, Finance and Property Relevant Ward(s) All Decision made Cabinet Members making the decision Councillor John Riley - Cabinet Member for Public Safety and Transport Councillor Martin Goddard - Cabinet Member for Finance DECISION APPROVED That the Cabinet Member for Public Safety & Transport and Cabinet Member for Financ e accept the single tender from Econ Engineering Limited for the hire of eight winter maintenance vehicle s (Gritters) for 26 weeks, from 1 October 2021 through to 31 March 2022 at a cost of £1 49,282, noting this will be funded from the Fleet Service Vehicle Hire revenue budget. Reason for decision Econ Engineering Limited meets the Council’ s requirement in offering the most economically advantageous solution. The use of a Procurement framework price demonstrates that Econ Engineering Limited has the most cost-effective weekly hire rate as compared to other suppliers . By appointing Econ Engineering Limited, the Council will benefit from reliability and strong maintenance support when required. Alternative options considered and rejected 1) Outright purchase – This is not a possibility for this year due to vehicle manufacturing lead times. Executive Decision Notice – [6 July 2021]. Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk 2) Run a competitive exercise – There are very few manufacturers in this market and therefore the opportunity to achieve a better proposal in terms of costs and quality would be very much in doubt. Classification Report exempt from publication That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it.
