Putting our Residents First This report supports the Council objective of strong financial management. Financial Cost This report seeks the release of £27k from the Property Works Programme 2022/23 capital budget for the replacement of two leachate pumps and the purchase of a standby sump pump in Stockley Park Golf Course. The project manager is Dave Grimshaw. Relevant Select Committee Finance and Corporate Services Select Committee. Ward(s) affected Hayes Town RECOMMENDATIONS That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport agree to the following capital release requests of £27k from the Property of Works Programme 2022/23: Miscellaneous Works Programme for the replacement of two leachate pumps and purchase of an additional sump pump at Stockley Park Golf Course. Cabinet Member Report – 31 May 2022 (Part 2 - Members’ Only and Not for Publication) Reasons for recommendations The two pumps at pumping station No 2 have failed and need to be replaced as a matter of urgency. A temporary pump has been deployed by our framework contractors to keep water levels under control. Alternative options considered / risk management No viable options exist for these works. Select Committee comments None at this stage. SUPPPORTING INFORMATION ● Stockley Park Golf Club is set in 240 acres of man- made countryside and was opened in 1993. ● The golf course is built on a former land- fill site and has 4 pumping stations around the course that regulate the water level. ● The water is contaminated from the refuse buried underground, is collected in the pump station manholes and discharged into the sewer in Dawley Road under license from Thames Water. ● The discharge route into the Dawley Road sewer is from pumping station number 2 in the centre of the golf course. ● The pumps alternate/combine to share the load of water removal, but when pump No 1 failed, pump No 2 became overloaded. ● The volume of water being removed by pumping station varies according to the weather but can rise to 36 cubic metres per hour and as such the purchase of a standby pump is also requested. ● This new standby pump can be deployed in hours and reduces the risk of flooding in the adjacent area Table 1: Refurbishment works at Stockley Park Golf Course Works Description Quoted Cost Install new submersible pumps, gaskets, non-return valves and associated cabling. £19,422 Emergency Spare Sump Pump £4,100 Sub-Total £23,522 Contingency - 10% £2,352 Project Management Fee – 5.5% £1,294 Total £27,168 Cabinet Member Report – 31 May 2022 (Part 2 - Members’ Only and Not for Publication) Financial Implications Property Works Programme Budget £1,677k, Previously Released/Pending Release £447k, Capital Release Requested £27k – Appendix A The 2022/23 capital programme, approved by Cabinet and Council in February 2022, included a budget for the Property Works Programme (PWP) of £1,677k, funded mainly from Council resources. Previously, £1,370k has been released or is included in a release report in preparation (up to Release No.5) from the Property Works Programme 2022/23 capital budget. This report is seeking the release of £27k for the r eplacement of two leachate pumps and purchase of an additional sump pump in Stockley Park Golf Course. The release request is based upon the quoted cost and includes a contingency of 10% of the quoted cost and an internal project management fee of 5.5% of the quoted cost. The remaining £1,203k of the PWP 2022/23 budget will be allocated to projects as and when required, subject to the capital release procedure. RESIDENTS BENEFITS & CONSULTATION The knowledge that the Council is taking steps protect the environment and also the amenities used by residents. Consultation Carried Out or Required None at this stage. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed this report and concurs with the financial implications set out above, noting that the recommended action to agree a release of £27k for the replacement of two leachate pumps and purchase of an additional sump pump in Stockley Park Golf Course, will be funded from the 2022/23 approved Property Works Programme capital budget. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 19 of the Local Government (Miscellaneous Provisions) Act 1976, thus, there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders Infrastructure/Asset Management Asset Management and Development Team are the authors of this report.
