Putting our Residents First This report supports the following Council objectives of: Our People; Our Built Environment; Strong financial management. Financial Cost This report seeks the release of £300k from the 2022/23 Highway Bridges & Structures Capital Programme budget for the schemes detailed in this report. The works will commence upon release of the funds and are due for completion by March 2023. Relevant Select Committee Property, Highways and Transport Select Committee Ward(s) affected Uxbridge, West Drayton and Yiewsley RECOMMENDATIONS That the Cabinet Member for Financ e and the Cabinet Member for P roperty, Highways & Transport agree to the capital release request of £300 k from the Highways Bridges & Structures 2022/23 budget to support the schemes outlined in this report. (Appendix A) Reasons for recommendation The recommendation enables the release of funds to progr ess the Highways Structures Programme detailed in Appendix A. Capital Release Report – 13 September 2022 Page 2 Part 1 - Public The projects listed will limit the deterioration and preserve the structural integrity of the highway structures avoiding any undue failure of the structural elements. The works will improve the condition of the structures and the highway network. These works will be undertaken by the Council’s Highways Term Service Contractor, O’Hara Bros Surfacing Ltd. Alternative options considered This work is vital as it entails the identification of structural deterioration and the preservation of the structural integrity of highway structures. There is no alternative but to carry out this work because, if left, there would be health and safety implications. Therefore, it is recommended that these projects are progressed without delay to maintain the structural integrity of the Council’s highway structures. Select Committee comments None at this stage. SUPPORTING INFORMATION The highway bridges and structures work programme is funded from the 2022/23 capital programme for highway structures. The estimated costs of the programme totalling £300,000 is shown in Table 1 below. Highway Bridges & Structures 2022-23 - Total £300k 2.1 Foresters Bridge & Stockley Road Viaduct, Hayes (Release requested £220k) Foresters Bridge and Stock ley Road Viaduct both carry Stockley Road (A408) which is on the Borough Principal Road Network (BPRN) , an important, busy road within the Borough and an abnormal load route. Stockley Road is a dual carriageway with a central reserve and footways on either side. Foresters Bridge is a five span structure and carries Stockley Road (A408) over the railway and the Grand Union Canal. Stockley Road Viaduct is a six-span structure which carries Stockley Road (A408) over the Horton Road / Bennetsfield Road roundabout. T he funding is for the replacement of the expansion joints which are in a poor condition and associated works. Capital Release Report – 13 September 2022 Page 3 Part 1 - Public 2.2 Oxford Road Retaining Wall, Uxbridge - (Release requested £10k) Oxford Road retaining wall supports Oxford Road (A4020) which is on the Borough Principal Road Network (BPRN) . The highway structures Principal and General inspections have identified various defects to the masonry, coping stones and expansion joints. The funding is for the remedial works. 2.3 Project Centre Fees (term consultant) - (Release requested £30k) This funding is for the Project Centre fees for design, principal designer role, obtaining the necessary permits from authorities like the Environment Agency and Canal and River Trust, liaison with other stakeholders and undertake site visits as required. 2.4 Internal Engineers Fees - (Release requested £20k) This funding is for project management, commissioning of consultant and contractor, contract management, liaison with all stakeholders and site visits as required. 2.5 Contingencies - (Release requested £20k) An amount of £20k has been allowed for contingencies to cater for any unforeseen circumstances like the repair of any further defects that are exposed after excavation and delays due to inclement weather. Financial Implications Highways Bridges and Structures Budget £300k, Previously Released Nil, Capital Release Requested £300k – Appendix A The 2022/23 capital programme, approved by Cabinet and Council in February 2022, includes as budget of £300k for the Highways Bridges & Structures Programme, funded from Council resources. The report seeks the release of £300k from the Highways Bridges & Structures budget to progress the works detailed in the body of the report. The cost plan for the projects is based on schedule of rates within the approved highways term contract and includes external consultant fees, internal fees and contingency of approximately 9% each of quoted works costs. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The projects will improve the condition of the Council's bridge stock and allow safe passage to all road users. Capital Release Report – 13 September 2022 Page 4 Part 1 - Public Consultation carried out or required Consultation is to be carried out as part of the implementation of each scheme as appropriate. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance concurs with the financial implications above, confirming that the £300k Highways and Bridges Structures programme is in the approved General Fund capital programme, financed by Council resources. Legal The Borough Solicitor confirms that the Council is responsible for carrying out this function pursuant to Section 41 of the Highways Act 1980. Thus, there are no legal impediments to the capital release being authorised, although any contract that is entered into must comply with the Council's Procurement and Contract Standing Orders. Infrastructure / Asset Management Infrastructure / Asset Management comments are included within the body of the report. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL.
