The works will commence upon release of the funds and are due for completion by March 2026. Relevant Select Committee Corporate Resources and Infrastructure Select Committee Relevant Ward(s) Hillingdon West, Colham & Cowley, Heathrow Villages, Wood End and Belmore, Ickenham and South Harefield Capital Release Report –19 March 2025 Part 1 - Public RECOMMENDATIONS That the Cabinet Member for Finance & Transformation and the Cabinet Member for Planning, Housing & Growth agree to the capital release request of £400k from the Highways Bridges & Structures 2025/26 budget to support the schemes outlined in this report (Appendix A). Reasons for recommendation The recommendation enables the release of funds to progress the Highways Structures Programme detailed in Appendix A. The projects listed will limit the deterioration and preserve the structural integrity of the highway structures avoiding any undue failure of the structural elements. The works will improve the condition of the structures and the highway network. These works will be undertaken by the Council’s Highways Term Service Contractor, O’Hara Bros Surfacing Ltd. Alternative options considered This work is vital as it entails the identification of structural deterioration and the preservation of the structural integrity of highway structures. There is no alternative but to carry out this work because, if left undone, there would be health and safety implications. Therefore, it is recommended that these projects are progressed without delay to maintain the structural integrity of the Council’s highway structures. Select Committee comments None at this stage. SUPPORTING INFORMATION The Highway Bridges and Structures Work Programme is funded from the 2025/26 capital programme for highway structures. The estimated costs of the programme totalling £400,000 is shown in Table 1 below. Table 1: Project Cost Breakdown Programme Cost Plan Cost (£) Works 315,000 External fees (consultants) 40,000 Internal fees 20,000 Project Contingency 25,000 Total Cost £400,000 Capital Release Report –19 March 2025 Part 1 - Public Highway Bridges & Structures 2025-26 - Total £400k, breakdown below: 1.Hayes Bridge, Uxbridge Road, Hayes (Release requested £30k) Hayes Bridge carries Uxbridge Road (A4020) over Yeading Brook. Uxbridge Road is on the Borough Principal Road Network (BPRN). Over the years, the condition of the concrete bridge has deteriorated and there are several areas where the concrete is in poor condition. Last year, concrete repairs were undertaken to the soffit of the deck. The funding request is for concrete repairs and waterproofing to the top of the deck around the areas of the central reserve and the adjacent lanes. 2.Moor Bridge, Old Bath Road, Longford (Release requested £115k) The bridge carries B3378 Old Bath Road over the River Colne and supports a busy east west route to and from Staines and Heathrow Airport. The bridge consists of two equal span brick arches, each spans 5.030m. It carries a single carriageway approximately 6.90m wide with two lanes, a footway 1.22m wide on the north and 0.23m wide on the southside. The funding is for essential structural repairs to the masonry arches and parapets. 3.Stratford Bridge, Hillingdon Hill, Uxbridge (Release requested £35k) The bridge carries A4020 Hillingdon Hill over River Pinn and is on the Borough Principal Road Network (BPRN). The bridge consists of a reinforced concrete slab spanning 8.53m which carries the carriageways and north footway. The south footway is supported by the old steel girder bridge section which has corroded badly due to water ingress. The funding is for the painting the structural steel work supporting the footway and for the waterproofing of the footway surfacing to prevent future water ingress. This will prevent the future deterioration of the steel members. 4.Ickenham Green Accommodation Bridge, Ickenham (Release requested £35k) The bridge carries the Hillingdon Trail over a water course. The bridge consists of a single span masonry arch which is in very poor condition. There are several defects on the masonry structure with areas of missing masonry. The funding is to carry out remedial works to stabilise the structure and to improve its structural integrity. 5.Moorhall Road Canal Bridge, Harefield (Release requested £100k) Moorhall Road Canal Bridge carried Moorhall Road over the Grand Union Canal. It is a single span steel bridge, comprising of 10 steel beams encased in concrete, with a clear span and width of 16.20m and 15.95m respectively. The carriageway is approximately 9.00m wide and there are 2.0m wide footways on both sides. Capital Release Report –19 March 2025 Part 1 - Public The funding is for concrete repairs and waterproofing to the top of the concrete deck slab, replacement of expansion joints, parapet repairs and re- surfacing. This work will prevent further deterioration of the structure and preserve its structural integrity. 6.Project Centre Fees (term consultant) (Release requested £40k) This funding is for the Project Centre fees for design, principal designer role, obtaining the necessary permits from authorities like the Environment Agency and Canal and River Trust, liaison with other stakeholders and undertaking site visits as required. 7.Internal Engineers Fees (Release requested £20k) This funding is for project management, commissioning of consultant and contractor, contract management, liaison with all stakeholders and site visits as required. 8.Contingencies (Release requested £25k) An amount of £25k has been allowed for contingencies to cater for the high-risk items of work and any unforeseen circumstances like possible flooding of the work undertaken in the river due to heavy rainfall causing delays, the increase in areas of repair to masonry and concrete substrate that are exposed after breaking out, ambiguity in the as-built drawings resulting in more material being used, and delays due to inclement weather. Financial Implications Highways Bridges and Structures Budget £400k, Previously Released Nil, Capital Release Requested £400k – Appendix A The 2025/26 capital programme, approved by Cabinet and Council in February 2025, includes a budget of £400k for the Highways Bridges & Structures Programme, funded from Council resources. The report seeks the release of £400k from the Highways Bridges & Structures budget to progress the works detailed in the body of the report. The cost plan for the projects is based on the schedule of rates within the approved highways term contract and includes external consultant fees, internal fees and contingency of 6% and 8% respectively of the total quoted works costs. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities? The projects will improve the condition of the Council's bridge stock and allow safe passage to all road users. Consultation carried out or required Consultation is to be carried out as part of the implementation of each scheme as appropriate. Capital Release Report –19 March 2025 Part 1 - Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance concurs with the financial implications above, confirming that the £400k Highways and Bridges Structures programme is in the approved General Fund capital programme, financed by Council resources. Legal Legal Services confirm that the Council is responsible for carrying out this function pursuant to section 41 of the Highways Act 1980. Thus, there are no legal implications to the Council authorising the capital release requested in this report provided that any contract that the Council enters into, such as the term contract with O’Hara Bros Surfacing Ltd that is proposed for use for the works programme, complies with the Council’s Procurement Standing Orders, which were last updated effective 11 th July 2024. Infrastructure / Asset Management Infrastructure / Asset Management comments are included within the body of the report. Planning Not applicable. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified at a later date. No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget.
