Putting our Residents First This report supports the Council objective of strong financial management. It also supports the following policy documents: The Hillingdon Local Plan: Part One - Strategic Policies (2012). The Hillingdon Local Plan: Part Two - Development Management Policies (2020). Transport for London, London Borough of Hillingdon, Local Implementation Plan 3 (March 2019). Financial Cost This report seeks the release of £172k from the 2022/23 TfL Green and Healthy Streets programme of work detailed in this report. The funds being requested to be released have been awarded to the Council to enable the delivery of specific schemes in agreement with TfL. The funds have a spend deadline; any funds unspent after the deadlines will need to be returned to TfL. Relevant Select Committee Property, Highways & Transport Ward(s) affected Pinkwell Capital Release Report – 27 September 2022 Part 1 – Public RECOMMENDATION That the Cabinet for Finance , Cabinet Member for Residents’ Services and the Cabinet Member for Property, Highways and Transport approve the following capital release requests of £172k from the 2022/23 TfL Green and Healthy Streets 2022/23 TfL programme budget (Appendix A). Reasons for recommendation The proposal fully complies with and supports the intentions of the criteria for the Green and Healthy Streets Funding as set out by Transport for London in their invitation to tender. The recommendation will enable Hillingdon to deliver the scheme within the timescales of the funding agreement. Any undue delay in implementation, or failure to meet agreed performance measures, could adversely influence future TfL funding opportunities for the Council. Alternative options considered The Cabinet Members could decide not to deliver the programme of measures already approved by Cabinet. Such a decision would adversely affect the delivery of the scheme and result in the funds being returned to TfL. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The London Borough of Hillingdon’s LIP3 (‘Local Implementation Plan 3’) submission which covers the period from 2019 to 2041 was approved by the Mayor of London on 10 June 2019. 1.1 Transport for London’s (TfL) financial position was subsequently severely impacted by the decline in public transport use due to the Covid-19 pandemic; this resulted in TfL making changes to the annual Local Implementation Plan allocation. 1.2 On 23 March 2022, TfL announced Hillingdon’s LIP grant interim funding package for 2022/23 up to 24 June 2022 would be as follows: • Corridors, Neighbourhoods and Supporting Measures o £51k for Staff Costs o £162k for Schemes 1.3 On 30 March 2022, TfL confirmed a grant of £20k for Borough Cycle Training to cover Quarter 1 of 2022/23. 1.4 On 24 June 2022, TfL announced a further LIP grant interim funding package for 2022/23 up to 13 July 2022 of £40k to meet costs for core staffing and existing projects. Capital Release Report – 27 September 2022 Part 1 – Public 1.5 On 15 July 2022, TfL confirmed a grant of £172k from the Green & Healthy Streets Programme for the delivery of the North Hyde Road Air Quality Focus Scheme. 1.6 In November 2014, there was confirmation of a total allocation of £1,600k for Crossrail Complementary Measures in West Drayton, covering the years 2015/16 to 2018/19, to improve the environment outside the station and provide better transport interchange, in conjunction with the Elizabeth Line service. However, due to delays with Network Rail in delivering this programme, this allocation has been re- profiled. The 2022/23 allocation up to 13 July is £154k; these funds have been released in prior years. 1.7 The above allocations total £599k and are a combination of capital and revenue funding. This report outlines the schemes that have been identified for implementation and agreed in principle with the fund holder, TfL, and for which capital release is now requested. 1.6. This is the first TfL LIP Capital Release Decision Report for 2022/23. It requests the release of £172k of the TfL funding from an 2022/23 annual total allocation of £599k. 2. Green & Healthy Streets Fund – North Hyde Road, Hayes: Release requested £172k 2.1 Background 2.2.1 In January 2022, Hillingdon were invited to submit a formal bid to the Green and Healthy Streets Programme from Transport for London (TfL), who had in turn received ring-fenced funding from the Greater London Authority (GLA) to deliver schemes across London. The criteria for the funding were schemes which provided green infrastructure measures alongside improvements for walking and cycling. The projects were to be in areas of existing activity / programmes and that can aim to achieve the following: integrate green infrastructure; unlock active travel benefits, improve air quality and strengthen climate resilience. 2.2.2 Following discussions between Officers in the Transport team and the Air Quality Officer, the area of North Hyde Road was deemed the most suitable candidate for the bid, as it is one of the Council’s top air quality hotspots and work had already been undertaken to design a walking/ cycling scheme with air quality features along the entire length of North Hyde Road. 2.2.3 Due to the length of North Hyde Road, the study split the works into three phases as summarised below: • Phase A: Old Station Road to existing zebra crossing • Phase B: Existing zebra crossing to Cranford Park Road • Phase C: Cranford Park Road to North Hyde Gardens. Capital Release Report – 27 September 2022 Part 1 – Public 2.2.4 A decision was taken to select, Phase C, as the logical first stage to take forward as it compliments works already undertaken to upgrade the local shopping parade as well as allowing for integration with TfL works at Bulls Bridge and connection to Cranford Park which is currently being redeveloped. The aspiration is for the work in this section to be extended as and when funds allow and subject to success with the first phase. A location plan is provided in Appendix A. 2.2 Scheme Details 2.2.1 Phase C of the scheme looks to im prove the width and condition of the footway to allow for a shared use footway to be created to allow for safe walking and cycling in the area. The footways will be created using asphalt to reduce maintenance costs, in particular as there are a large number of vehicle crossovers in the area. 2.2.2 In order to assist in improving air quality along this stretch and improve residential amenity in the area, highways trees are proposed at regular intervals. The species of tree with be discussed and agreed with the Council’s Green Spaces team. All trees will be provided in permeable tree pits to protect from root uplift and reduce maintenance requirements. 2.2.3 In addition to the above, it is proposed to provide an informal crossing point at an appropriate location between the two current signalised pedestrians crossing to improve road safety and give pedestrians more opportunities to safely cross the busy North Hyde Road. 2.2.4 Detailed design of the scheme is to be carried out by the Council’s Highways Engineers and will be shared with the Cabinet Members for Residents Services and for Property, Highways and Transport for approval. The works will be carried out by the Council’s Term Contract ors, O’Hara (Civils) and McCanns (Street Lighting). 2.3 Scheme Cost 2.3.1 The current estimated cost of implementing Phase C is £453 k, against which £172k would be utilised. It is proposed to use the TfL funds as follows: • Detailed Design works (including any required surveys): £17k • Contribution to implementation: £155k 2.3.2 The required balance of £298k is expected to come from potential S106 sources to be identified with the precise amount required being dependent in part on the outcome of detailed design work. 2.3.3 Total cost of all three phases would be ca £1.5 million – this could be considered as part of a longer -term strategy; it is conceivable that future TfL grants may be available but it is not possible to be sure at this stage. Similarly, emerging S106 funds could be channelled toward this further work if deemed worthwhile. However, Transport for London’s financial position has been severely impacted by the decline in public transport use due to the Covid-19 pandemic, and this has resulted in changes to the annual Local Implementation Plan allocation. As noted in the body of the report, total confirmed allocations amount to £599k as set out in the above table. The allocations awarded through the LIP Corridors funding stream for the period 1 April to 24 June are to be committed by 25 June, the allocation awarded for the period 25 June to 13 July are to be committed by 13 July the allocation awarded through the Borough Cycle Training Quarter 1 funding stream is to be committed by the 24 June, a ll funding awards are to be spent by 31 March 2023. Any underspends against these allocations are to be returned to Transport for London. The Green and Healthy Streets funding is available to be spent by the 31 December 2023. The funds are the subject of this capital release, and those allocated to the London Borough of Hillingdon, which the Council can make claims for in arrears. This report requests the release of £172k from the Green and Healthy Streets funding award as shown above and detailed in Appendix A. Capital Release Report – 27 September 2022 Part 1 – Public Any future additional TfL funding awards will be reported to Cabinet and included in subsequent capital release reports. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon residents, service users and communities The project will seek to p romote and encourage more sustainable forms of travel for residents and businesses in the area. The scheme will provide improvements to protecting residents from high air pollution levels in the area which is defined as an ‘Air Quality Focus Area’. Consultation carried out or required Consultation is to be carried out as part of the submission development, as appropriate. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance notes that T fL confirmed funding remains significantly lower than pre pandemic levels and the £172 k seeking release approval in this report covers the awarded amount for the financial year up to 15 th July 2022, with funding levels for the remainder of the year to be confirmed. Legal Legal Services confirms that the Council is responsible for carrying out this function pursuant to Section 151 of the Greater London Authority Act 1999. There are no legal impediments to the Council authorising the capital release. Infrastructure / Asset Management Infrastructure / Asset Management comments are included within the body of the report. Capital Release Protocol The release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision. No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for the general release of funds for projects to be identified later . No block releases of capital or funding will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance.
