Executive Decision Notice – 20 October 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision FLORAL DISPLAYS ACROSS THE BOROUGH Reference No. 618 Date of decision Thursday 20 October 2022 Call-in expiry date 5pm, Thursday 27 October 2022 Relevant Select Committee Residents’ Services Select Committee Relevant Wards All Wards Decision made Cabinet Members making the decision Councillor Ian Edwards – Leader of the Council Councillor Eddie Lavery – Cabinet Member for Residents ’ Services Approved That the Leader of the Council and Cabinet Member for Residents’ Services: 1) Accepted the tender from Windowflowers Limited for the provision of Floral Displays across the London Borough of Hillingdon, for a one (1) year period up to November 2024 at the value of £72,400; and, 2) Furthermore, agreed that this includes the provision to extend the contract up to a further four (4) years in 12-month intervals, subject to the approval of any extension by the Corporate Director of Place, in consultation with the Cabinet Member for Residents' Services. Reason for decision An open tender for the Council’s Flora l Display contract was tendered with only one bid received, from the incumbent supplier, Windowflowers Ltd. The previous contract with Windowflowers Ltd saw them provide excellent service delivery, which was received very positively by the residents of the Borough. This would mean that the floral displays planned for the next 1-5 years would not be implemented as recommended and the subsequent benefits to residents and businesses could not be fully realised.
