OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision
CAPITAL RELEASE REPORT (March 2023)
DEPARTMENT: Place
SERVICE AREA / PROGRAMME: Capital Programme Works
Service - Charville Lane Children Specialist House
RELEASE NO: 1
Reference No. 758
Date of decision Wednesday 12 April 2023
Call-in expiry date Wednesday 19 April 2023
Relevant Select
Committee
Property, Highways and Transport Select Committee
Relevant Wards Charville
Decision made
Cabinet Members
making the decision
Councillor Martin Goddard – Cabinet Member for Finance
Councillor Jonathan Bianco – Cabinet Member for Property,
Highways and Transport
Approved
That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport
1. Agreed to the project for the demolition and rebuild
of Charville Lane Children’s Homes into new
accommodation.
2. Agreed to the project to capital release request of
£303k from the Charville Land Children Specialist
House budget for External Fees, Internal Fees,
Surveys and Investigations, Planning and Building
Control Fees and Project Contingency.
Reason for decision The current children’s home site does not meet the current
demand and the delivery model is no longer in line with the
demand seen in the Borough. There is a demand for more
residential beds in smaller homes that can deliver targeted
intervention to children with complex needs. The Council has
agreed a budget for the provision of three children’s homes at
Charville Lane providing 12 places in total and this report seeks
to progress the rebuild of the site for such purposes. By placing
children in the new proposed residential homes, the Council will
not have to rely on more expensive out-of-Borough placements.

Alternative options
considered and
rejected
Other sites were considered but if the current site is demolished
and rebuilt this will be more economically advantageous.
