Capital Release Draw-Down Decision Notice – 11 February 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 11 FEBRUARY 2021 The Leader of the Council, the Cabinet Member for Finance, and the Cabinet Member for Property & Infrastructure have made the following decision today: 1. LEADER OF THE COUNCIL , CABINET MEMBER FOR FINANCE AND CABINET MEMBER FOR PROPERTY AND INFRASTRUCTURE PROPERTY WORKS PROGRAMME 2020/21 CAPITAL BUDGET; FIRE SAFETY WORKS PROGRAMME – INSTALLATION OF FIRE DOORS TO 113 HARVILLE LANE CHILDREN’S HOME: APPOINTMENT OF CONTRACTOR WITH ASSOCIATED CAPITAL RELEASE – RELEASE NO 25 DECISION: FULL APPROVAL That the Leader of the Council and the Cabinet Member s for Finance and Property & Infrastructure agree to the following: 1) Accept the tender of £93,368 from Gerda Security Products Limited for the replacement and installation of fire doors to 113 Charville Lane Children’s Home; and; 2) Agree to the capital release requests of £107k f rom the Property Works Programme capital budget 2020/21 for the replacement and installation of fire doors to 113 Charville Lane Children’s Home. REASONS FOR THE DECISIONS MADE Fire risk assessments (FRAs) were undertaken by Frankham RMS Consultancy. The report recommended that the communal doors at the Children’s Home do not meet with the current fire regulations and would not provide appropriate protection in the event of a fir e. Following these recommendations, the Council is required to upgrade all the main entrance door sets to FD30s. Replacing the main entrance doors to rooms and communal areas to FD30s will mean that all doors will have 30 minutes resistance within the event of a fire. This will mean the Council is compliant with fire safety regulations. ALTERNATIVES CONSIDERED AND REJECTED Option to carry out further patch repairs across the three roofs was considered, but the condition of the roof means r efurbishment is the best option. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 18 February 2021. This is the formal notice by the Council of the above decisions.
