Putting our Residents First This report supports the following Council objectives of: Our People; Our Built Environment; and Strong Financial Management. Financial Cost The report seeks the release approval of £ 5,999,451 from the Highways Structural Works 2023/24 capital budget for carriageway and footway resurfacing works at various locations in the Borough. Relevant Select Committee Property, Highways and Transport Select Committee Relevant Ward(s) Belmore, Charville, Colham & Cowley, Eastcote, Harefield Village, Hayes Town, Heathrow Villages, Hillingdon East, Hillingdon West, Ickenham & South Harefield, Northwood, Pinkwell, Ruislip, Ruislip Manor, West Drayton and Yeading RECOMMENDATION T hat the Cabinet Member for Property, Highways & Transport and the Cabinet Member for Finance agree to the following capital release request of £5,999,451 for resurfacing No 25 carriageways, No 22 footways and short sections of the Hillingdon’s Highway network to be funded from the Highways Structural Works 2023/24 capital budget (Appendix A). R easons for recommendation T he recommendation enables the release of resources in order to progress the Highways programme for carriageway schemes recommended by the Cabinet Member for Property, Highways and Transport and detailed in Appendix A. Capital Release Report – 13 June 2023 Page 2 Part I - Public The list contains schemes to limit the deterioration of the fabric of the Borough’s highway s asset that may have resulted in serious failure of roads, footways, verges, highway drainage and street furniture and improve the serviceability of the highway network ( for example the visual appearance, the ride quality and structural integrity of the roads and pavements). T he schemes listed in Appendix A have either been completed or have been programmed for commencement by the Council's term contractor. A lternative options considered / risk management T here are no alternatives due to the level of deterioration as delaying these schemes would have placed additional pressure on the Council’s financial resources if permanent repairs are not implemented in a timely manner. I n many instances, any delay of this programme may also have safety implications with a possible consequent impact on the Public Liability Insurance budget. S elect Committee comments N one at this stage. However, the Committee have been undertaking an in- depth review more generally into the Council’s road and pavement resurfacing programme. SUPPORTING INFORMATION A ll costs in Table 1 below have been calculated using the schedule of rates contained in the Council's Highways term contract. The c ost of the carriageway and footway resurfacing programme is to be funded from the 2023/24 capital programme for Highways Structural and Renewal Works. The resurfacing programme of work is estimated to be a total of £5,999,449 as detailed in Appendix A and Table 1 below. T able 1: 2023/24 Highways Carriageway and Footway Resurfacing Programme Cost Plan Item Cost (£) Cost of Works 5,730,515 Less: Contractor Discounts (430,441) Sub Total 5,300,074 Engineers’ Fees 348,785 Contingency 350,592 Total Project Cost 5,999,451 Capital Release Report – 13 June 2023 Page 3 Part I - Public F inancial Implications H ighways Structural Works 202 3/24 Revised Budget £6,000k; Previously Released Nil; Capital Release Requested £5,999k – Appendix A T he 2023/24 capital programme, approved by Cabinet and Council in February 2023 included a budget of £6,000k for the Highways Structural Works Programme, funded from Council resources. T he report seeks the r elease of £5,999k from the Highways Structural Works comprising of Hillingdon’s Highway network sections as detailed in Appendix A. T he release of £ 5,999k includes the term contractor ’s quoted costs, internal fees based on 5% on carriageways, 10% on footways, and project contingency at 5% on carriageways and 10% on footways of the contractor works cost for both types of works after contractor discounts. These contractual discounts consist of the Timely Release Discount (or Forward Planning Discount) of 3.75% for works being made available to the contractor. This enables the supplier to build a greater amount of certainty into their internal programming. There is also the Volume Discount of 4.25% for consolidating work requirements, rather than issuing multiple small task orders, applying when a task order of greater than £500k is placed (see Appendix below for details). RESIDENT BENEFIT & CONSULTATION T he benefit or impact upon Hillingdon residents, service users and communities T he carriageway resurfacing and footway improvement programme contains schemes to limit the deterioration of the fabric of the Borough’s highway s asset that can result in serious failure of roads, footways, verges, highway drainage and street furniture and improve the serviceability of the highway network for the benefit of residents and other road users. CORPORATE CONSIDERATIONS C orporate Finance C orporate Finance has reviewed this report and concurs with the budgetary position set out above, noting that the proposed highway structural works will be funded from the approved Capital Budget for Highways Structural Works 2023 /24 Works recommended for release total £5,999,451, includ ing externally contracted works costs (after contractor discounts), internal project management fees and project contingency. Le gal Leg al Services confirm that the Council is responsible for carrying out this function pursuant to Section 41 of the Highways Act 1980. There are no legal impediments to the Council authorising the necessary capital release. I nfrastructure/ Asset Management I nfrastructure/ Asset Management officers have authored the report. Capital Release Report – 13 June 2023 Page 4 Part I - Public C apital Release Protocol T he release of all capital funds, and certain revenue funds, held by the Council is to be made by a formal democratic decision (by the Cabinet Member for Finance and other relevant Cabinet Members). No expenditure can be placed or committed by officers until this formal approval is given by Democratic Services. Release of funds must be for identified projects only and strictly not for general release of funds for projects to be identified at a later date. No block releases of capital will be allowed, except if authorised by the Leader of the Council in advance to Corporate Finance. The release of funds will only be made if previous Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is an approved budget. BACKGROUND PAPERS NIL.
