Putting our Residents First Delivering on the Council Strategy 2022-2026 This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme for on-street parking controls. This report supports our commitments to residents of: Safe and Strong Communities. Financial Cost The estimated cost associated with the recommendations to this report is £2,000. Relevant Policy Overview Committee Property, Highways and Transport Select Committee. Relevant Ward(s) Pinkwell Ward. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Notes the response to the informal consultation on a possible resident’s permit parking scheme in Redmead Road; and 2. Based on the views expressed during the consultation, recommends that officers formally consult residents on a detailed scheme design, proposing a Parking Management Scheme with the operating hours of ‘9am-10pm everyday’ as new zone “HY6”. Cabinet Member Petition Hearing – 04 January 2024 Part I – Public Reasons for recommendations These recommendations are in line with the views expressed during the informal consultation and are supported by the local ward councillors. Alternative options considered / risk management. None at this stage. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition with 26 signatures representing 23 properties has been submitted to the Council by some residents of Redmead Road, Hayes signed under the following heading: 2. “Lack of parking controls results in commuter and commercial vehicle parking on both sides of the street causing width restrictions and also blocking driveways and dropped kerbs. This makes it very difficult for other road users to pass and vehicles can only do so in single file. Commuters and commercial drivers also leave large amounts of litter attracting vermin. a. Increase in double yellow line lengths at both ends of Redmead Road. b. Parking restrictions to protect commuter and commercial vehicles from using our roads as a free car park.” 3. Redmead Road is a mainly residential road comprising of semi -detached and terraced houses, many of which appear to benefit from off-street parking provision. There is a small parade of shops nearby which includes a food take-away business, grocery store and other commercial facilities close to the junction with Bushey Road. As the road is currently unrestricted non-residents can park in the road without a time limit. A plan of the area is attached to this report as Appendix A. 4. Redmead Road could be an attractive place to park for commuter and commercial vehicles as it is within short walking distance to Hayes Town Centre and public transport links. Hayes and Harlington Station which is served by the Elizabeth Line, and there are bus stops on nearby Dawley Road which serves the U4 bus route, and Station Road which forms part of the 90, 696, 698, E6, H98, N140, U4 and more recent 278 bus routes. 5. At the petition hearing , the Cabinet Member asked officers to investigate and add the petitioners’ request to the Council’s extensive Parking Management Scheme Programme for an informal consultation with residents. 6. As a result of the above, Council officers arranged for a 21- day informal consultation to take place where an information letter, questionnaire and a reply-paid envelope were sent to every property in Redmead Road. 7. A total of 54 consultation letters were delivered and 17 questionnaires were returned representing a 31% re sponse rate. Of these, 12 indicated support for a Parking Cabinet Member Petition Hearing – 04 January 2024 Part I – Public Management Scheme, two were in favour of a limited time waiting restriction and three preferred no change to the current arrangements. 8. Based on the testimony provided by petitioners, residents were also given the opportunity to choose what days and times any possible restrictions should operate. Three responses favoured Monday to Friday, one preferred Monday to Saturday but by far the majority (13) indicated support for ‘every day’. 9. I n addition to the days the scheme should operate, three possible options for the times of operation were also offered to residents. Four responses were in favour of 9am-5pm, one indicated support for a 10am -3pm scheme whi le the majority (12) support 9am -10pm scheme times. 10. A tabulated summary of responses is attached to this report as Appendix B. 11. These results were shared with the local ward councillors, who advised they were supportive of the 13 responses received in respect of restrictions in the road, as the road can be hazardous and tight for drivers due to cars parking on both sides of the road. Ward Councillors did ask that short stay parking bays be considered outside the shops in Redmead Road so not as to affect businesses. 12. Therefore, it is recommended that officers develop a detailed scheme design, and the Council proceeds to formal consultation on a proposed Parking Management Scheme in Redmead Road, Hayes as new ‘Zone HY6’. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 , to be funded from the released Transport for London 2023/24 Grant Parking Management Schemes Allocation. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation, subject to the relevant approval process with Transport for London and Capital Release protocols. Cabinet Member Petition Hearing – 04 January 2024 Part I – Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the proposals set out under the above recommendations. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996.
