OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision
AWARD OF CONTRACT: SHORT -TERM NURSING CARE
HOME BEDS
Reference No. 1017
Date of decision Thursday 15 February 2024
Call-in expiry date Thursday 22 February 2024
Relevant Select
Committee
Health and Social Care Select Committee
Relevant Wards All
Decision made
Cabinet Members
making the decision
Councillor Ian Edwards – Leader of the Council
Councillor Jane Palmer – Cabinet Member for Health and Social
Care
Decision Approved
That the Leader of the Council and Cabinet Member for
Health and Social Care:
1. Accept a single tender from GCH (North London) Ltd
for the provision of a block contract at Drayton
Village Care Centre for the provision of five (5)
nursing care home beds to the London Borough of
Hillingdon for the period 9 October 2023 to 2 June
2024 at a total cost of £195,500 (£5,750 per week).
2. Accept a single tender from Halton Services Limited
for the provision of a block contract at Parkfield
House Nursing Home for the period 1 April 2024 to 2
June 2024 at a total cost of £108,000 (£12,000 per
week).
Reason for decision This report will ensure that the provision of short-term bed-based
residential care capacity to enable residents to be discharged
from hospital as soon as it is medically appropriate to do so. This
will help to prevent avoidable deterioration in physical and
mental wellbeing that can lead to loss of independence and
increased demand on care services, which could have cost
pressure implications for the Council.

Alternative options
considered and
rejected
The Leader of the Council and Cabinet Member could decide
not to approve the recommendations. This is not recommended
as it would result in people having to stay longer in hospital than
their medical needs require, which would put them at risk of
physical and mental deterioration and lead to increased care
costs. It would also inhibit the ability of the Hospital to admit
people who are acutely unwell.
