Decision Approved
That the Leader of the Council, the Cabinet Member for
Residents’ Services and the Cabinet Member for Property,
Highways and Transport:
1. Accepted the tender from PEOPLESCOUT LIMITED
t/a TMP Worldwide Advertising for Statutory Notices
on behalf of the London Borough of Hillingdon for a
three-year period from June 2024 to June 2027; and
2. Agreed that this includes the provision to extend the
contract for a two-year period, delegating approval of
any extension to the Leader of the Council and
Cabinet Members for Residents’ Services and
Property, Highways & Transport, in consultation with
officers.
Reason for decision The previous contract with PeopleScout Ltd t/a TMP Worldwide
(“PeopleScout”) expired in September 2021. The Council has
now undertaken and concluded a Further Competition exercise
through the Local Government Resource Partnership (“LGRP”)
Framework via Lot 4 (HR Marketing and Advertising).
Following a procurement process conducted in accordance with
the Council’s Standing Orders, PeopleScout is recommended

as the service provider. Whilst two providers were available on
the Framework, the second declined to submit a bid.
PeopleScout is the incumbent supplier having continued to
provide this service since the last contract expired. Both the
previous and current services have operated effectively,
adhering to the agreed terms. Strong working relationships have
been established between officers and the supplier to regularly
review service levels and processes. Additionally, requests have
been satisfactorily handled by the supplier.
The contract includes provision of advertising statutory notices
where the Council has a mandatory requirement to publicise.
These are generally statutory adverts, such as planning
applications, traffic orders and changes to parking charges,
published in the London Gazette/ West London Gazette.
