The Leader of the Council on behalf of the Cabinet Member
for Corporate Servies & Property, and the Cabinet Member
for Finance & Transformation:
1) Accepted the tender from HIGHVIEW ROOFING &
EXTERNALS LIMITED for the provision of the
ROOFING PROGRAMME – PHASE 2 – NEW
PEACHEY LANE, UXBRIDGE UB8 3SY &
PORTLAND ROAD, HAYES UB4 8LJ to the Council
for a period of 20 weeks at the value of £344k; and
2) Agreed to the following release request of £395k
inclusive of contingencies and fees from the Roof
Renewals work-stream within the Housing Revenue
Account Works to Stock programme 2025/26.
Reason for decision The proposed contract is to undertake the planned renewal of
roofing to 29 properties. The planned roof renewals will replace
roofs that are in a poor condition and at the end of their useful
life cycle.
This is Phase 2 of a phased programme of Roofing Renewals

aimed at dealing with replacements and enabling the effective
management of smaller packages and reducing costs by use
of specialist roofing companies.
Alternative options
considered and
rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
