That the Cabinet Member for Finance and Transformation,
in conjunction with the Cabinet Member for Corporate
Services and Property:
1. Accepted the tender and approve the award of
contract for Planned Kitchen and Bathroom
Renewals Phase 37 to BCS (Electrical and Building
Services) Ltd at a cost of £363,612.03; and
2. Agreed to the capital release request of £418k
inclusive of contingencies and fees from the
Kitchens and Bathrooms Renewals workstream
within the Housing Revenue Account Works to Stock
programme 2024/25 budget for the Planned Kitchen
and Bathroom Renewals Phase 37.

Reason for decision The proposed contract is to undertake the planned renewal of
40 kitchens and 40 bathrooms (+ 6 separate WCs) under Phase
37 of the programme, as detailed in Appendix B. A number of
kitchens and bathrooms are in a poor condition and at the end
of their useful life.
This is Phase 37 of a phased programme of kitchen and
bathroom renewals that is aimed at quickly dealing with
replacements, enabling the effective management of smaller
work packages and reducing costs using smaller, more
specialist installation companies.
These sites for work are located at various addresses in the
Borough, as detailed in Appendix B which can be found in the
Report.
The kitchens and bathrooms included in this contract have been
identified as being at the end of their useful lives and are beyond
reasonable repair. Their replacement will also ensure that we
maintain good stock condition standards within the agreed
planned assessment and replacement cycles. Failure to replace
could lead to some cases to tenants raising complaints around
the condition of those items which can lead to legal disrepair
claims.
Alternative options

rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
