This will be funded from an allocation from the UK Shared Prosperity Fund (UKSPF). Select Committee Residents Services Select Committee Ward(s) Uxbridge RECOMMENDATIONS That the Cabinet Member for Residents Services: 1. Notes the responses received to the formal consultation for the proposed relocation of the existing disabled parking bays on the western side of the Civic Centre, Uxbridge forecourt. 2. Approves the revocation of the off-street traffic order for the three disabled bays on the western side of the Civic Centre, Uxbridge forecourt. Approves the removal of the three disabled parking bays on the western side of the Civic Centre forecourt , as part of localised resurfacing works, subject to the required Listed Building Consent approval. 4. Approves the c onversion of the existing pay and display parking bays opposite Nos. 225 to 228 High Street, Uxbridge to create two blue badge disabled parking bays and one motorcycle parking place operational ‘at all times’. Reasons for recommendation(s) The recommendations proposed by the Strategic Planning and Regeneration Service respond to the town centre priorities identified in the adopted Uxbridge Vision. The existing disabled parking bay s are located at a key pedestrian entry point onto the Civic Centre forecourt. Relocating these bays will create an enhanced entrance from the High Street to the forecourt space with clear views to key entrances to the buildings, including the Library and Main Reception. Alternative options considered / risk management None at this stage. Democratic compliance / previous authority The Cabinet Member is authorised to make decisions on such matters. Select Committee comments None at this stage SUPPORTING INFORMATION 1) In July 2025 Hillingdon Council formally adopted the Uxbridge Vision. The Vision provides a long-term strategy to revitalise Uxbridge town centre by enhancing economic resilience, serving local communities, and improving public spaces. 2) In response to the Uxbridge Vision, the Council’s Planning and Regeneration team have developed a range of proposals for public realm improvements to the Civic Centre forecourt. As the Civic Centre is Grade II listed, these are subject to Listed Building Consent. 3) The proposals include the relocation of the three existing disabled parking bays on the western side of the Civic Centre forecourt. These parking bays are located at the entrance point desire line from the Uxbridge Town Centre into the forecourt. These currently create a physical and visual pinch point. 4) Relocating these bays declutters this key area and creates a clear view of the library entrance stairway to improve wayfinding on the main desire line into the Forecourt. The relocating of the parking bays is part of wider improvements and decluttering programme in Cabinet Member Report – 19 June 2026 Page 3 (Part 1 Public) the forecourt that will provide a positive edge along the High Street, with seating and greening to define the space. Further, the central part of the forecourt will be opened up to create a multi-purpose active space for events and a market. 5) The former Cabinet Member for Planning, Housing and Growth supported this proposal to be progressed to the statutory consultation stage. The proposal to spend UKSPF funding on improvements to the Civic Centre forecourt also formed part of the previous Cabinet Decision to allocate funding across the UKSPF programme. This programme is now winding down, and remaining UKSPF funding has to be spent by the end of September 2026. 6) The Council undertook a formal 21- day consultation on a proposal to remove the three existing disabled parking bays on the western side of the Civic Centre forecourt. To compensate for the removed disabled parking bays, the proposal includes converting the existing “pay and display” parking space and section of “at any time” waiting restrictions opposite Nos. 225 -228 High Street, Uxbridge to two disabled parking bays and a solo motorcycle bay, as shown in the plan attached as Appendix A. 7) During this period, public notices were erected on-street and the proposals were published in the London Gazette, the Uxbridge Gazette and also posted on the Council’s website. 8) During the statutory consultation, the Council received three objections, which were from a local resident, the North Uxbridge Residents Association and a representative from the Uxbridge South Rockingham Bridge Conservation Area (USROCK) Residents' Association. 9) The main reasons for objection relate to the loss of disabled parking bay provision for visitors parking for the Uxbridge Library and the Register Office as well as residents visiting the Civic Centre and nearby shops. There are concerns over the lack of current disabled parking bay provision for the Civic Centre. The objectors do not consider there to be any issues with the positioning of the existing disabled parking bays on the Civic Centre forecourt , which are considered accessible and well utilised. 10) In order to increase the number of disabled parking bay spaces at the Civic Centre, the Council’s Asset Management team are taking forward proposals to install four new blue badge holder parking bays in the vicinity of Uxbridge Library within the Civic Centre grounds. In addition, the proposals subject to the outcome of this report include the provision of two new disabled parking bays on High Street, Uxbridge in the vicinity of the Civic Centre, as shown in Appendix A. Financial Implications The cost associated with the recommendations to this report is estimated to be £1 4,300 and will be funded from an allocation from the UK Shared Prosperity Fund (UKSPF). RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities Cabinet Member Report – 19 June 2026 Page 4 (Part 1 Public) To allow the Cabinet Member for Residents Services to consider the responses received during the 21-day statutory consultation. Consultation & Engagement carried out (or required) Formal consultation was carried out between 22 nd October 2025 and 12th November 2025 for the proposed relocation of the existing disabled parking bays on the western side of the Civic Centre, Uxbridge forecourt. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make the proposed changes to disabled parking bays around the Civic Centre, Uxbridge is set out in the Road Traffic Regulation Act 1984. The consultation and order- making statutory procedures to be followed are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. In relation to any traffic measures, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage and marking requirements, which must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic ( including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Availability for any Blue Badge holder to use the disabled parking bay s are a relevant consideration in deciding whether to make the proposed changes. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. Cabinet Member Report – 19 June 2026 Page 5 (Part 1 Public) Pursuant to established public law principles on consultation, the decision maker, when deciding on progress of the proposal for changes to disabled parking bays around the Civic Centre, Uxbridge, must be satisfied that all consultation responses , including those that do not accord with the officer's recommendation (of which there are a number), were conscientiously taken into account. Regulation 13 of the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 also requires the Council to consider all objections made. The Council must also be continuously mindful of its public sector equality duty under section 149 of the Equality Act 2010, especially given that the matter concerns changes to disabled parking bays and disability is a protected characteristic. This report notes concerns received during the consultation about a lack of disabled parking day provision and refers to plans to improve this. Property None at this stage.
