That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Planning, Housing &
Property, agree d to the following capital release
requests of £260k from the External Enhancement and
Remedials Programme budget from the funding of
External/ Internal Decoration at Barr Lodge.
1. Accepted the tender from Mitie Property Services
(UK) Ltd for the provision of the EXTERNAL
ENHANCEMENT AND REMEDIALS PROGRAMME
– PHASE 9 – Barr Lodge – Sheltered Scheme to
the Council for a period of 18 weeks at the value
of £224,831.50;
2. Agreed to the following release request of £260k
inclusive of contingencies and fees from the
EXTERNAL ENHANCEMENT AND REMEDIALS
work-stream within the Housing Revenue
Account Works to Stock programme 2026/27
(Appendix A of the associated report)
Reason for decision The proposed contract is to undertake phase 9 of the
Planned Works External Enhancements and Remedials
programme at Barr Lodge – Sheltered Scheme, which

consists of 32 dwellings in total. This is a 2026/27 element
of a phased programme of External Remedials. This will
provide residents with a pleasant and safe environment to
live in and will serve as an investment in the Council’s
housing stock.
Alternative options
considered and rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
