Reasons for decision 1) Recommendation 1: Implementation of a one-way system on Crescent Parade, Long Lane, following consideration of the objection received. The reason for this recommendation is to improve road safety for vehicle users and pedestrians. 2) Recommendation 2 : to grant officers authorisation to see through the implementation and completion of the project, taking on all responsibility. 4. Proposal To support road safety within the London Borough of Hillingdon, and following feedback from residents, a formal consultation was carried out to gauge whether there would be support for the introduction of a one-way system on Crescent Parade, Long Lane. The reason for the request is to improve safety for vehicles and pedestrians along this section of road. Crescent Parade is not wide enough to accommodate parked vehicles and two lanes of traffic, there is a raised table and pedestrian table on the bend of the road, and the road is used as a rat run. A formal consultation was carried out between April 22 nd and May 13th 2026. Following consideration of the objection received, the proposal is to progress the suggested scheme and authorise officers to design and introduce a one- way system on Crescent Parade, Long Lane. The scheme will involve signage at both ends of the one- way system, reconfiguring a small section of footway at the entrance to the one-way system and road markings at both ends of the one-way system. Officers will also investigate the feasibility of enforcement cameras if a camera is necessary. If approved, funding would come from TFL LIP (Transport for London Local Implementation Plan). 5. The costs associated with the design, traffic regulation orders, signage, road markings, and any related highway works will be fully funded through the Transport for London (TfL) Local Executive Decision Report Cabinet Member Wednesday, 05 August 2026 Classification: Part 1 Public Page 3 Implementation Plan (LIP) grant programme. As a result, no additional Council capital or revenue funding is required, and the proposal will not place any additional pressure on Council resources or approved budgets; the costs associated with the scheme will be delivered within the available external grant funding allocation. The TfL LIP programme budget is held within the General Fund Capital Programme, any elements of the proposed scheme, which upon review do not meet the capitalisation criteria will be treated as revenue expenditure, with the TfL funding correspondingly recognised as a revenue grant for statutory reporting purposes. b) Legal The Council’s power to implement a one-way system on Crescent Parade, Long Lane is set out in the Road Traffic Regulation Act 1984. The consultation and order-making statutory procedures to be followed are set out in Schedule 9 of the Road Traffic Regulation Act 1984 and the Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996. Consultation must also meet the standard set by established common law principles in public law, namely fairness and adequacy. Regarding road traffic measures, Part 5 of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. In exercising any of the powers under the Road Traffic Regulation Act 1984, section 122 of the 1984 Act requires the Council to consider its statutory duty to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pedestrians), and the provision of suitable and adequate parking facilities on and off the highway. These powers must be exercised so far as practicable having regard to the following matters: (a) the desirability of securing and maintaining reasonable access to premises; (b) the effect on the amenities of any locality affected and the importance of regulating and restricting the use of roads by heavy commercial vehicles, so as to preserve or improve amenities of the areas through which the roads run; (c) the national air quality strategy; (d) the importance of facilitating the passage of public service vehicles and of securing the safety and convenience of persons using or desiring to use such vehicles; and (e) any other matters appearing to the Council to be relevant. Moreover, the Council has various statutory duties in relation to road safety, such as under section 39 of the Road Traffic Act 1988 and section 16 of the Traffic Management Act 2004, which are relevant when deciding on road traffic measures. To this end, the report states that a one- way system would improve road safety for all road users. Pursuant to established public law principles on consultation, the decision maker, when deciding on progress of the proposal to implement a one-way system, must be satisfied that all responses, including those that do not accord with the officer's recommendation, were conscientiously taken into account. In April 2026, a petition was submitted by a resident which, as well as their own, included one other signature. The petition stated: Statement: We the undersigned petition Hillingdon Council to Make Crescent Parade, on the junction of Long Lane / Uxbridge Road, follow a one -way system to address parking issues and congestion. It should be one way from inside Long Lane and come out to the main road and loop back in from inside like how it is done on Hillingdon Circus and have cameras on it. Justification: Residents agree that this needs to be done ASAP as the whole of Long Lane is a free parking on the service lane, no traffic wardens, and no respect for double yellow, single yellow or any sort of line. People block all the shops up till the corners. Speed lines on Long Lane would be a good thing as well being so busy. 7.3. Formal consultation (Appendix A) A Formal consultation was undertaken between 17 th April and 13 th May 2026 , with all businesses, and households in the immediate area of Crescent Parade, Long Lane, written to. As per procedure , notices were hung up on the lampposts of the footway, and an advert was placed in the local paper. The Council received one objection from a local resident. A summary of the objection is provided below: “This will limit the way our customers would come to our shop, which will make business difficult for us, this is not something we agree with and want to go ahead. Happy the way it is.” 7. Timetable for implementation If the Cabinet Member approves the introduction of a one- way system on Crescent Parade, Long Lane, it is expected to take a minimum of eight to ten weeks and will be delivered within the 2026/27 financial year. The Cabinet Member could have decided that a one-way
system was not an adequate solution to resolv e the safety
issues raised within the report. He could have opted to leave
the road as a two-way system – possibly for review at a later
date.
