Notice is hereby given that the following decision(s) have been made today by

Decision Agreed
That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Corporate Services, Digital
& Transformation:
1) A greed the direct award of a contract to Royal
Mail via the Government Commercial Agency
(GCA) (formerly Crown Com mercial Service
(CCS)) Framework Agreement RM6280, Postal
Goods and Services Solutions, Lot 2 (Collection
and Delivery of Letters, Large Letters and Parcels
within the UK), for the provision of postal
collection and delivery services to the London
Borough of Hillingdon for an initial period of 1 2
months commencing in September 2026, with the
option to extend for a further period of up to six
months.
2) Furthermore, agree d that this includes the
provision to extend the contract for a six -month
period, delegating approval of any extension to
the Corporate Director of Finance.
Reason for decision The Cabinet Members agreed that the Council sh ould
remain a member of the pan -London postal services
aggregation and enter into an individual direct award
contract with Royal Mail through the Government
Commercial Agency Framework Agreement (RM6280, Lot

2) for a period of up to 18 months. This followed an
unsuccessful pan- London procurement exercise, which
concluded without award after the only bid received was
deemed non-compliant.
The agreed approach ensures the continuity of postal
services, maintains compliance with procurement
requirements, and preserves the benefits of collaborative
working with other London authorities while preparations are
made for a future joint procurement exercise.
Alternative options
considered and rejected
Alternative options considered and rejected: Independent
procurement outside the pan- London aggregation was
discounted due to increased resource requirements and
costs, and the loss of collaborative benefits. Further
reducing reliance on postal services was not considered
feasible as postal services remain necessary to support
statutory and operational functions. The options of taking no
action or ceasing postal services were also rejected due to
the risks to service continuity, legal compliance and the
delivery of essential customer communications.
