Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Agreed
That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Corporate Services, Digital
& Transformation agreed that:
1) Grant Thornton are engaged for a 3 month period
to supply Hypercare Support to the EPM solution
at a cost of £136k.
2) Grant Thornton are engaged to deliver enhanced
security, Agency, and Roles and Permissions
functionality to the new EPM solution at £84k.
3) Mastek support contract be extended for a further
12 months to maintain service continuity while a
future support model is developed at a cost of
£215.6k
4) Mastek QualityOne.AI is purchased for a first -
year cost of £40k (year 2 onwards charged at £10k
per annum) with a one-off setup cost of £10k.
Reason for decision The Cabinet Member’s decision will support the Council in
meeting its budgetary objectives and statutory financial
responsibilities by ensuring the successful implementation
and ongoing operation of the new Oracle EPM budget
monitoring solution. The approved measures provide
enhanced system functionality, transitional support,
continued maintenance of critical financial systems, and
improved testing capabilities, helping to embed the new

solution, support users, maintain service continuity,
strengthen governance, and reduce operational risk while
longer-term support arrangements are developed.
Alternative options
considered and rejected
Alternative options considered and rejected: Procuring a
new Oracle support provider immediately was rejected due
to the risks associated with transitioning support while the
new EPM solution is still being implemented and stabilised.
Transferring all EPM hypercare and enhancement work to
Mastek was discounted as Grant Thornton holds the
detailed knowledge of the solution, and doing so would
increase knowledge- transfer requirements and
implementation risk. Deferring the QualityOne.AI testing
capability was also reje cted as it would leave Oracle
regression testing dependent on manual processes and
would not address current resource pressures. The options
of taking no action or ceasing the proposed activity were
rejected because they would leave the Council without
appropriate support and enhancement arrangements for the
Oracle platform and EPM solution, increasing the risk of
service disruption, unresolved issues, ineffective knowledge
transfer and reduced delivery of the benefits arising from the
Finance Modernisation Programme.
